Even amid a nationwide surge in MS-13 slayings, the 2017 killing stood out. Female victims are nothing new for MS-13, which is infamous in Central America for making young women choose between rape and execution. But in a gang as chauvinistic as it is fearsome, female killers are almost unheard of.

As Iraheta, now 18, awaits sentencing for murder later this month, authorities say the killing may be a sign of growing female involvement in MS-13 in the United States.

“We’re seeing more and more girls pulled into the gangs for the purpose of sexual slavery,” said Silvia Juárez, a researcher at the Salvadoran Women’s Organization for Peace in San Salvador. “Now we’re seeing girls as young as 9 years old being harassed.”

Those who resist gang rape or prostitution are often killed. Thousands have fled. Girls make up nearly one-third of the 200,000 Central American unaccompanied minors detained at the U.S.-Mexico border since late 2012.

U.S. Arrests 99 MS-13 Gangsters Who Entered as ‘Unaccompanied Minors’

(CNSNews.com) - Ninety-nine confirmed MS-13 gang members arrested over the last eleven months as the result of a joint operation conducted by the federal Department of Homeland Security and local New York law enforcement agencies came across the border into the United States as “unaccompanied minors,” according to U.S. Immigration and Customs Enforcement.

Sixty-four of these 99 MS-13 gang members had been granted “Special Immigrant Juvenile Status” (SIJ) by the U.S. government after they crossed into the country, says ICE.

SIJ, ICE explains, is a classification that “provides certain children who have been subject to state juvenile court proceedings related to abuse, neglect, abandonment, or a similar basis under state law the ability to seek lawful permanent residence in the United States.”

“Ninety-nine individuals arrested during this operation crossed the border as unaccompanied minors, all of which were confirmed as MS-13 gang members,” ICE said in a statement.

“64 individuals arrested during this operation obtained Special Immigrant Juvenile Status (SIJ) after entering the country, all of which were confirmed as MS-13 gang members,” said the statement. “Of the 99 UACs, 64 had SIJ status.”

The arrests were made as part of “Operation Matador,” which ICE describes as a “unified effort to combat the proliferation of MS-13 and other transnational criminal gang activity in Long Island, the New York City metropolitan area and the Hudson Valley.”

Local law enforcement agencies--including the Suffolk County Police Department, the Nassau County Police Department, the Hempstead Police Department, the Rockland County Sheriff, the Piermont Police Department, the Ulster County Sheriff, and the Sullivan County Sheriff—have been working with DHS on the operation which began last May. On the federal side, ICE, U.S. Customs and Border Protection and U.S. Citizenship and Immigration Services have all been involved, according to a statement put out by ICE.

So far, the overall operation has resulted in 475 arrests.

“A total of 475 individuals were arrested during this ongoing enforcement effort, most of which were confirmed as gang members and affiliates,” said the ICE statement. “The most prominent gangs and arrests during this operation were MS-13 with 274 arrests and the 18th Street gang with 15 arrests.”

“Of the gang members arrested during this ongoing enforcement action,” said ICE, “80 had additional criminal histories, including prior convictions for assault and weapons charges. Five are facing serious criminal charges.”

Two of the MS-13 gang members arrested in the operation admitted to killings in their home countries. One arrestee, according to ICE, was an “MS-13 member from El Salvador who admitted to killing rival gang members at the age of 12 in his home country and assimilated to the gang on Long Island.” This individual, ICE said, was “arrested and deported.”

Another, according to ICE, was an “MS-13 member arrested in Brentwood [who] admitted to killing three gang members in El Salvador at the age of 13.”

The "vast majority" of the 99 MS-13 gang members who have been arrested in the operation and turned out to have crossed the border as unaccompanied minors were arrested by ICE's Homeland Security Investigations (HSI) department, says ICE.

MS-13 members game U.S. immigration system by claiming they’re underage

MS-13 is paying smugglers to coach gang members on how to game the U.S. immigration system, teaching underage members to claim UAC status — and telling those over 18 to lie and claim they are underage — to try to gain quick, easy access to the U.S., government officials said Thursday.

Rep. Peter T. King, a New York Republican, said his district is such a hotbed of MS-13 activity that authorities are “right now digging for bodies within a mile of my house.” He said some families are forced to facilitate gang members’ arrivals and are pressured by gangs to become sponsors and claim the children when they arrive.


Homeland Security Secretary Kirstjen Nielsen confirmed the pipeline.

“They recruit young children, they train them how to be smuggled across our border, how to then join up with gang members in the United States,” she told Congress.

The government this week detailed such a case from this month in Arizona, where Border Patrol agents nabbed an 18-year-old from El Salvador. He first claimed to be underage to try to claim UAC status. Under questioning, he acknowledged he was an adult and was part of MS-13 — though he insisted he was trying to leave the gang.

Unaccompanied alien children — those who arrive at the U.S. border without their parents — are among the trickiest populations of illegal immigrants.

They began to surge toward the U.S. in 2012 and crested in 2014, overwhelming an Obama administration that was ill-equipped to handle them. In addition to gangs, some UAC were turned over to criminals, who forced them into labor or otherwise abused them.

More than five years into the crisis, the UAC numbers are once again rising — and the administration is still struggling to get a grip on matters, as officials made clear in hearings Thursday on both sides of the Capitol.

The gang is traced back to Central American (primarily Salvadoran) refugees in Los Angeles in the 1980s. MS-13 began among the members fleeing a U.S.-backed civil war at home.

I wonder if the hand gesture for MS-13 has another innocuous meaning, which is what the others are signifying when they use it.

I read that regarding criminals and gangs from Central America, most Illegal Immigrants lately have been coming across the border from El Salvador, Honduras and Guatemala. Not exact number, but like 13,000 from Mexico, but like 50,000 from each of the other three countries.

Central America’s Violent Northern Triangle

Violence and rampant crime have driven asylum seekers from El Salvador, Guatemala, and Honduras to the United States, which is seeking to help address the root causes.

Tens of thousands of Salvadorans, Guatemalans, and Hondurans, many of them unaccompanied minors, have arrived in the United States in recent years, seeking asylum from the region’s skyrocketing violence. Their countries, which form a region known as the Northern Triangle, were rocked by civil wars in the 1980s, leaving a legacy of violence and fragile institutions.

The region remains menaced by corruption, drug trafficking, and gang violence despite tough police and judicial reforms. While the United States has provided the three governments billions of dollars in aid over the past decade, some analysts believe U.S. immigration policies have exacerbated threats to regional security.

The number of asylum seekers originating from the Northern Triangle reached 110,000 in 2015, a five-fold increase from 2012. Unaccompanied minors accounted for much of this surge [PDF]. Migrants from all three countries cite violence, forced gang recruitment, and extortion, as well as poverty and lack of opportunity, as their reasons for leaving. While Belize, Nicaragua, Costa Rica, and Panama have reported a sharp increase in flows from the Northern Triangle since 2008, most migrants are passing through to settle in the United States.

In 2015, the latest year for which data is available, as many as 3.4 million people born in El Salvador, Guatemala, and Honduras were living in the United States, more than double the estimated 1.5 million people in 2000. About 55 percent of them were undocumented.

El Salvador, Guatemala, and Honduras consistently rank among the most violent countries in the world. El Salvador became the world’s most violent country not at war in 2015, when gang-related violence brought its homicide rate to 103 per hundred thousand. It has since fallen by one third. Nevertheless, all three countries have significantly higher homicide rates than neighboring Costa Rica, Nicaragua, and Panama.

Extortion is also rampant. A 2015 investigation by Honduran newspaper La Prensa found that Salvadorans and Hondurans pay an estimated $390 million, $200 million, and $61 million, respectively, in annual extortion fees to organized crime groups. Extortionists primarily target public transportation operators, small businesses, and residents of poor neighborhoods, according to the report, and attacks on people who do not pay contribute to the violence.

The nature of the violence is distinct in each country, but the proliferation of gangs, narcotics trafficking, weak rule of law, and official corruption are common threads.

Criminal groups in the Northern Triangle includes transnational criminal organizations, many of which are associated with Mexican drug-trafficking organizations (DTOs); domestic organized-crime groups; transnational gangs, or maras, such as Mara Salvatrucha (MS-13) and the Eighteenth Street Gang (M-18); and pandillas, or street gangs.


MS-13 and M-18, the region’s largest gangs, are estimated to have as many as eighty-five thousand members [PDF] in total. Both were formed in Los Angeles: M-18 in the 1960s by Mexican youth, and MS-13 in the 1980s by Salvadorans who had fled the civil war. Their presence in Central America grew in the mid-1990s following large-scale deportations from the United States of undocumented immigrants with criminal records. The Federal Bureau of Investigation estimates there are ten thousand MS-13 members in the United States.

Drug trafficking adds to the violence. U.S.-led interdiction efforts in Colombia, Mexico, and the Caribbean have pushed trafficking routes into Central America, and U.S. officials report that 90 percent of documented cocaine flows into the United States now pass through the region. DTOs sometimes partner with maras to transport and distribute narcotics, sparking turf wars. In addition to the drug trade and extortion, criminal groups in the region also profit from kidnapping for ransom and human trafficking and smuggling. As many as 95 percent of crimes go unpunished [PDF] in some areas, and the public has little trust in the police and security forces.

How has the United States responded?

The United States has traditionally addressed violence in Central America by sending aid to the region’s law enforcement agencies, supporting rule-of-law programs, and assisting in counternarcotics and anti-gang operations. Increasingly, U.S. initiatives are also looking to address the region’s broader challenges, including poverty and a lack of competitiveness.

Between the fiscal years 2008 and 2017, the United States gave just over $3 billion through an aid package focused on security and the rule of law called the Central America Regional Security Initiative (CARSI), as well as the Alliance for Prosperity (A4P). Created by the Inter-American Development Bank and the governments of El Salvador, Guatemala, and Honduras in response to the 2014 influx into the United States of unaccompanied minors, A4P is a five-year plan [PDF] to boost economic growth, promote job creation and training, improve public safety, and strengthen institutions. Northern Triangle leaders have committed $5.4 billion since 2015, with the United States contributing the remaining 20 percent of its annual costs. President Donald J. Trump’s administration has committed to making A4P “a pillar of its broader strategy to combat illegal immigration.”

In 2016, amid a new rush of arrivals from the region, U.S. authorities began to round up and deport recently arrived immigrants whose asylum claims had been denied. President Barack Obama’s administration said that its aim was to deter would-be migrants. In Trump’s first year in office, anti-immigration rhetoric and increased border security contributed to a decrease in attempted border crossings; 2017 saw a 72 percent drop in apprehensions at the U.S.-Mexico border of families from the Northern Triangle from the year prior.

At the same time, the administration has taken a hard line against undocumented immigrants within the United States, increasing arrests and deportations.

Public Middle School Terrorized by MS-13 is a “Ticking Time Bomb”

A violent street gang energized by the steady flow of illegal immigrant minors is terrorizing a public middle school less than 10 miles from the nation’s capital while administrators cover up the problem and the feds ignore the crisis. Teachers are afraid, drugs are sold, gang graffiti litters the area surrounding the campus and gang-related fights are a daily occurrence, according to a lengthy mainstream newspaper report published this week. Most of the dozens of teachers, parents and students interviewed for the story refused to be identified for fear of losing their jobs or being targeted by the gangbangers that have taken over at William Wirt Middle School in Riverdale, Maryland. Wirt is part of the Prince George’s County Public School system, which has more than 130,000 students. “The school is a ticking time bomb,” according to one educator quoted in the article.

The culprits belong to the Mara Salvatrucha (MS-13), a feared street gang of mostly Central American illegal immigrants that has spread throughout the U.S. and is renowned for drug distribution, murder, rape, robbery, home invasions, kidnappings, vandalism and other violent crimes. The Justice Department’s National Gang Intelligence Center (NGIC) says criminal street gangs like the MS-13 are responsible for the majority of violent crimes in the U.S. and are the primary distributors of most illicit drugs. Judicial Watch has reported extensively on how Barack Obama’s open border policies helped criminal enterprises like the MS-13. When the barrage of Unaccompanied Alien Children (UAC) began four years ago, Homeland Security sources told Judicial Watch that the nation’s most violent street gangs—including MS-13 and the 18th Street gang—were actively recruiting new members at U.S. shelters housing the minors.

A year later the Texas Department of Public Safety confirmed that the MS-13 is a top tier gang thanks to the influx of illegal alien gang members that crossed into the state under Obama’s disastrous program, which saw over 60,000 illegal immigrants—many with criminal histories—storm into the U.S. in a matter of months. At last count, more than 200,000 UACs have entered the U.S. through Mexico. The Texas Department of Public Safety disclosed in a report that the number of MS-13 members encountered by U.S. Border Patrol in the Rio Grande Valley sector increased each year, accelerating in 2014 and coinciding with increased illegal immigration from Central America during the same period. When dozens of MS-13 members were indicted in Boston a few years ago for murder, conspiracy to commit murder, drug trafficking, firearm violations, federal racketeering and immigration offenses, federal prosecutors revealed that the gang actively recruited prospective members in high schools situated in communities with “significant immigrant populations from Central America.” The recruits are known as “paros” and they are typically 14 or 15 years old, according to the Department of Justice (DOJ). During a tryout period, they must engage in violent criminal activity before becoming a full-fledged MS-13 member.

At the Maryland school a short drive from the White House MS-13 aggressively recruits students recently arrived from Central America, sources say in the news story. One eighth-grader said the gang “dominates the school.” Teachers are so scared they refuse to be alone with students and many said they repeatedly reported gang activity to administrators who simply ignored them. “Teachers feel threatened but aren’t backed up,” an educator says in the news article. “Students feel threatened but aren’t protected.” Wirt’s principal declined reporters’ repeated requests for an interview, which is very revealing. The school’s resource officer, from the Prince George’s Police Department, declined to comment about gang activity on the campus. Records obtained by the newspaper reveal that as of May 1, police were called to the school 74 times. One parent predicts that “there’s going to be a tragedy at that school.” A teacher said the administration’s attitude about gangs is “don’t ask, don’t talk about it.”

It’s important to note that Prince George’s County, where the Riverdale middle school is located, provides sanctuary for illegal immigrants and defies federal requests to hold illegal aliens arrested for state crimes until immigration agents pick them up. Besides Prince George’s County, three other large Maryland jurisdictions shields illegal aliens from the feds and deportation—Montgomery and Baltimore counties as well as the city of Baltimore. Maryland’s Attorney General, the state’s chief law enforcement official, issued a legal memo last year defending the practice. Complying with Immigration and Customs Enforcement (ICE) detainers for criminal illegal aliens is voluntary, the Attorney General writes in the document, and state and local law enforcement officials are potentially exposed to liability if they hold someone beyond the release date determined by state law.

The nation’s most violent street gangs—including Mara Salvatrucha—are actively recruiting new members at U.S. shelters housing illegal immigrant minors and they’re using Red Cross phones to communicate, a Homeland Security source tells Judicial Watch.

JW has reported extensively on the crisis created by the sudden influx of mostly Central American minors that have crossed into the U.S. through the Mexican border in recent weeks. It has created havoc and will end up costing American taxpayers billions of dollars to house, process, medically treat, feed and inevitably educate the Unaccompanied Alien Children (UAC) which are being dispersed throughout the country. They are bringing in dangerous diseases—including swine flu, dengue fever, Ebola virus and tuberculosis— and occupying our military bases as shelters.

As if all this weren’t bad enough, the invasion is also supplying the nation’s most dangerous street gangs with new soldiers. The Mara Salvatrucha (MS-13) and the 18th Street gangs are on a recruiting frenzy at the various facilities housing the newly arrived illegal aliens, according to JW’s source. The MS-13 is a feared street gang of mostly Central American illegal immigrants that’s spread throughout the U.S. and is renowned for drug distribution, murder, rape, robbery, home invasions, kidnappings, vandalism and other violent crimes. The Justice Department’s National Gang Intelligence Center (NGIC) says criminal street gangs like the MS-13 are responsible for the majority of violent crimes in the U.S. and are the primary distributors of most illicit drugs.

The 18th Street gang is considered the largest organized gang in Los Angeles County with about 15,000 members that operate a number of criminal enterprises throughout the region. Last year ten of its leaders were indicted for running a large-scale methamphetamine and drug trafficking business in South Los Angeles. A local newspaper report about the case says 18th Street gang leaders deported from the U.S. in the 1990s helped spread the gang across Central America and into Mexico. It’s not unreasonable to conclude that some of the members are among the tens of thousands of UACs that have entered the U.S. recently.

In fact, last month the president of the Tucson Border Patrol Union, veteran agent Art Del Cueto, confirmed to JW that the UACs are not all little kids as the media was largely reporting at that point. Many are in their late teens and have possible ties to gang members, Del Cueto said. After seeing the first few batches of UACs, Del Cueto immediately expressed concern that the illegal aliens would be relocated in the U.S. with family despite affiliations with criminal enterprises.

That makes this week’s insider report of violent gangs openly recruiting UACs—with the help of phones provided by a well-known charity—all the more appalling. JW’s inside source is on the ground and has received first-hand reports from federal agents at the scene. “MS-13 and 18th Street gangs are actively recruiting new members at our detention centers,” the source confirms. “The new gang members then use the Red Cross phones to sign up.”

Some 33,000 violent street gangs, motorcycle gangs, and prison gangs with about 1.4 million members are criminally active in the U.S. and Puerto Rico today. Many are sophisticated and well organized; all use violence to control neighborhoods and boost their illegal money-making activities, which include robbery, drug and gun trafficking, prostitution and human trafficking, and fraud. Many gang members continue to commit crimes even after being sent to jail.

The MS-13 recruit threw a punch at his former friend’s head. His opponent ducked and tackled the 15-year-old, their sneakers squealing as they tumbled to the green tile floor.

“I like that,” someone shouted off-camera as the recruit tried to cover his head.

“That look like it hurt,” someone wrote under the video, which was uploaded to Instagram on April 19 and has been viewed more than 400 times."

As of May 1, police had been called to the school 74 times this school year, according to a police tally requested by The Post.

Dozens of schools from Northern Virginia to Long Island to Boston are dealing with a resurgence of MS-13, which has been linked to a string of grisly killings throughout the country. The gang’s growth has been fueled by a wave of 200,000 teens who traveled to the United States alone to escape poverty and gang violence in Central America.

Students had been suspended 168 times this year, he said, but none had been expelled.

"'Look what I have here'

It began with a photo.

The girl had recently arrived in the United States, one of about 1,000 unaccompanied minors placed with relatives in Prince George’s County last year. When her uncle gave her some Nike Cortez sneakers, the 14-year-old posted a picture of herself wearing them online.

Then the threats began.

“Which [gang] do you represent?” asked an older girl in Spanish on Facebook last fall. “If you wear Corteses you know what kind of trouble you’re in.”

The girl said she didn’t mean anything by it, but it was too late.

“I already have you being watched,” the older girl said. “You go to William [Wirt] and you’re in 8th [grade] and I also know where you live.”

Days later, the girl was sleeping when she began receiving messages from a boy, she recalled. It was well after midnight, but the seventh-grader told her to come outside, where he and some friends were waiting in a car. When she didn’t reply, he began angrily calling her. They were MS-13, she recalled him saying, and if she didn’t come out then they would come in and kill her and her family.

They took her to an apartment where the boy showed her an array of knives.

“He said he could cut my guts out,” she told The Post.

The girl described the attack to Prince George’s and Bladensburg police that day. She said her assailant chose her from several girls at the apartment.

“He said, ‘I’m taking this one,’?” she told a female officer, according to a recording her father made of the interview. “He began to touch me. The other ones left, and he began to take off my clothes.”

When she told him to stop, he took out a knife and said, “Look what I have here,” she said.

“Then he began to rape me,” the girl told police. “I began to cry because it hurt.”

But later, when a male officer questioned her, the girl began to worry the gang would come after her so she recanted, she told The Post.

"Uh, I'm not about to defend inaction here, but it is interesting that this article fails to mention that the Post has been running articles for many years now about how terrible public schools are because they suspend so many students, especially minorities. Lots of stuff about how suspending students for bad behavior makes a school to prison pipeline, how the teachers are all suffering from implicit bias, and how it must be obvious evidence of pernicious racism because punishments are not doled out to each racial group in direct proportion to their percentages in the general population, even though we know there are few Asian kids in MS-13. So now that the school leaders finally throw up their hands and give in to the pressure and quit giving punishments, now the Post is noticing that some of these schools are out of control. Will the Post recognize its role in helping to cook up this little nugget?

Trump is claiming that the U.S. faces a violent enemy south of the border: the MS-13 gang. But an honest history leads to different conclusions, writes Lider Restrepo.

TO HEAR Donald Trump tell it, America is being invaded by a foreign enemy: "MS-13 and other criminal gangs [breaking] into our country," as he said in his State of the Union speech last month.
This isn't the first time Trump sounded the racist alarm about MS-13. In a speech to police officers in New York last May, Trump described the gang's alleged activities in the U.S. in graphic and sensationalistic detail:
They have transformed peaceful parks and beautiful, quiet neighborhoods into bloodstained killing fields. They're animals. We cannot tolerate as a society the spilling of innocent, young, wonderful, vibrant, people--sons and daughters, even husbands and wives. We cannot accept this violence one day more.
Trump's imagery of "peaceful parks" and "beautiful, quiet neighborhoods" turned into "blood-stained killing fields" follows the rhetoric of past reactionaries trying to drum up support for an agenda of repression and violence by portraying a quaint (and white) America imperiled by a sub-human threat.

In this case, the racist scapegoating is directed at immigrants.
Trump is trying to rally support for the attack on immigrants--from ending the Deferred Action for Childhood Arrivals (DACA) program to increasing raids, detentions and deportations--by peddling the idea that MS-13 is a out-of-control foreign danger caused by Barack Obama's supposedly lax immigration policy and border security.
Unlike Trump's conjured "threat" facing Americans, his inaccuracies and outright falsehoods about MS-13 pose an actual danger--for Latinx immigrants in particular.
The reality is that MS-13 is U.S.-made--the gang first formed in this country. Its presence is now overwhelmingly in Central American countries because of mass deportation.
Both MS-13's formation and the threat that gang violence poses today--most of all in Central America, not the U.S.--is the legacy of American imperialism and the result of "tough on crime" and anti-immigrant policies enacted by past administrations.

THROUGH THE 1980s, the U.S. experienced an influx of refugees looking to escape the violence of the civil war in El Salvador, a conflict that began in 1979, pitting the U.S.-backed government against a coalition of left-wing groups, with armed guerilla wings, called the Farabundo Martí National Liberation Front.
El Salvador's civil war existed alongside the Guatemalan civil war and the U.S.-backed assault on the left-wing Sandinista government in Nicaragua.
Hanging over all of the conflicts in the region at this time was the Cold War rivalry between the U.S. and the former USSR. The U.S. spent billions in military and economic aid in order to stem what it saw as the growth of communism in Central America. In the name of stopping the USSR's influence, the U.S. supported governments and armed groups that were ruthlessly violent and despotic.
Ronald Reagan's administration in the 1980s continually refused to grant refugees Extended Voluntary Departure (EVD)--a precursor to the Temporary Protected Status (TPS) now under fire from the Trump administration--on the grounds that the dangerous conditions in El Salvador were not sufficiently intense or widespread.
Critics called out the administration's political motivations for this decision. "If we gave the refugees asylum, it would be an admission that the government in El Salvador, which we support, violates human rights," Peter Schey of the National Center for Immigrants' Rights said in 1983.
Still, the Reagan administration couldn't stem the arrival of Salvadorans throughout the decade. And pressure from immigrant rights groups forced the federal government to acknowledge the conditions that refugees were escaping from, though no protective status was ever officially implemented.
With conflict disrupting El Salvador's economy, Salvadorans who fled the country did so as much to find work as to escape violence. Some left with their families to build new lives, but many made the difficult decision of leaving their families behind and sending money back.
Those who arrived in cities across the U.S.--particularly Los Angeles--experienced hostility and alienation. Parents struggled to find work, and many worked multiple jobs. Refugee youth felt compelled to join or create gangs to protect themselves and their communities.
One of these gangs eventually became Mara Salvatrucha, or MS-13. It originated in Los Angeles in the early 1980s and eventually spread to other metropolitan areas, including San Francisco, Washington, D.C., New York City and others.

THE RUTHLESS brutality that young Salvadorans witnessed and experienced during the civil war shaped their approach to what they saw as self-preservation by forming gangs. There was a distinct form of hyper-masculinity for young men in the face of their vulnerable status.
Belonging and security is what people seek when they join gangs. But for refugees without legal status or protections in their new home in the U.S., crime also provided economic opportunities otherwise denied to them.
Similarly dire conditions in El Salvador allowed the gangs to thrive when members were deported in the early 1990s.
During the civil war, the government that the U.S. armed and supported was responsible for thousands of murders and disappearances. The victims included unionists, community organizers and religious leaders--anyone suspected of being a sympathizer with the guerillas.
The conflict subsided with the signing of peace accords in 1992, which represented a victory for the government. Alianza Republicana Nacionalista (ARENA), a right-wing party formed in 1981, cemented its power in El Salvador at the end of the 1980s.
The stage was set for the growing international influence of neoliberalism to be felt in the Central American country, with poor and working class communities bearing the brunt in El Salvador, as in the U.S. and elsewhere.
In the 1990s, the U.S. began stepping up its deportation of non-citizens with criminal records. Gang members arriving in El Salvador took advantage of the conservative government's indifference toward the most neglected communities. Their experiences included both the brutality of the civil war era and the gang culture of Los Angeles, incubated in U.S. prisons.
The government was unprepared to respond. When it did in 2003, its program, named La Mano Dura ("The Firm Hand" or "Iron Fist"winking smiley, combined repressive policing and incarceration, both familiar to MS-13 members who joined the gang in the U.S.
La Mano Dura and subsequent operations not only failed in its objectives, but actually led to an escalation of violence, mass incarceration and the erosion of civil liberties for Salvadorans.
The solutions that the U.S. pushes on Central American governments, from anti-gang task forces to stepped-up prosecution to the "war on drugs," have ensured that the conditions that reproduce gang violence continue to exist.

TYING THE issue of immigration to the threat of gang violence relies on instigating racially motivated anxiety. Trump is using racist lies and distortions in an attempt to legitimize further criminalization, detention and deportation of Latinx immigrants in particular.
This has already translated into tougher visa screenings for Salvadorans and the end of the Central American Minors (CAM) Program, which allowed children fleeing violence to apply for refugee status.
Trump's MS-13 rhetoric helps to justify incredibly destructive policies that have already given a license for law enforcement and the criminal justice system to increase violence and the use of prisons.
This all exists alongside the dismantling of social welfare programs, which has been catastrophic for poor and working class people, and people of color. Dire circumstances lead people--whether in the U.S. or Central America--who are desperate to find material security and a sense of dignity to seek out gangs like MS-13, which recruit by promising protection and stability.
Whipping up fear of crime and violence to justify repression and state violence is an old tool that Trump is putting to use on a number of issues, including immigration.
But the policies that flow from this narrative ignore the root causes and ongoing conditions that lead to gangs like MS-13 forming and flourishing. And while Trump claims that his administration is protecting America from "criminals," his right-wing agenda is causing greater misery and suffering for the large majority of people living in the U.S.

Suffolk County sheriff on Fox & Friends: MS-13 is “exploiting the unaccompanied minor program.” Suffolk County Sheriff Vince DeMarco appeared on Fox & Friends and claimed that most MS-13 gang members “come here through the unaccompanied minor program and are here illegally.” Host Brian Kilmeade agreed, commenting, “They come over and oftentimes without parents. BRIAN KILMEADE (CO-HOST): President Trump here heading to Long Island today, where they have seen increase in MS-13 gang activity, to show support for law enforcement officials who combat them every day and are making real progress. Here to talk about that is Suffolk County Sheriff Vincent Demarco, who is set to meet with the president at today's event. Sheriff, exciting time, the president comes out to Long Island. Sadly, he’s there because that's the heart of MS-13. What progress has been made in six months?
SHERIFF VINCENT DEMARCO: Well, about 17 people have been arrested recently. There were four murders in April. And those people were arrested last week, indicted by the Department of Justice.
KILMEADE: So we [inaudible] a ride-along about six weeks ago. And he said the sense of people on the street in the gang unit is that Homeland Security was got their back. ICE has got their back. And they are starting to deport these kids -- some cases -- and these young adults right away.
DEMARCO: Yes. MS-13 is made up of primarily teenagers, and, as you know, they are very brutal, very desensitized to violence. Most of them have come here through the unaccompanied minor program and are here illegally. They’re not meeting the conditions of the program, and they are deportable.
KILMEADE: They come over and oftentimes without parents. They're put in temporary homes. And they’re running wild since then. They intimidate other kids to join them or they get beat up or they get killed. In fact, the four that were killed, you just solved a major murder in Brentwood last week.
DEMARCO: Yeah. The FBI Long Island gang task force, which we are a member of, worked that case. And if you really think about it, it's only been a couple of months, and usually a case like that would take much longer to solve. But it just shows you the resolve and the priority that it is for the Department of Justice.
KILMEADE: But Sheriff, the president’s going to be there today. He tweeted this out: “Big progress being made ridding our country of MS-13 gang members in general. Making our country safe again.” Guess what? The message is getting to El Salvador. Stop coming. You're going to be arrested or sent back immediately because there’s a direct link between both. That's where the attorney general is today.
DEMARCO: Yes. I think it's very important that the president has sent this message and that the attorney general is in El Salvador to go see firsthand what is going on there. There is a civil war between MS-13 and the 18th Street Gang. They’re bitter rivals. And MS-13, as you know, is exploiting the unaccompanied minor program. Fox News’ Tucker Carlson and former Suffolk County executive Steve Levy agreed that the spike in MS-13 violence is “related to” “lax immigration policies.” Tucker Carlson hosted former Suffolk County executive Steve Levy on his show to discuss the increased MS-13 violence in Long Island, NY. Levy blamed “lax immigration policies” for the violence, claiming that Obama-era policies “allow[ed] for these hundreds of thousands of unaccompanied minors to flood the border” who then became vulnerable to MS-13 recruitment. Levy is known for implementing measures that blocked undocumented immigrants from being hired by county contractors and county licensees, according to the Southern Poverty Law Center (SPLC). At least one nativist website, VDARE, has praised Levy as a “patriot” for “defending his constituents against the costs and burdens of illegal immigration.” From the April 17 edition of Fox News’ Tucker Carlson Tonight:
TUCKER CARLSON (HOST): So the obvious question is where did this group come from? It appears related to our immigration policies. Is that right?
STEVE LEVY: Well, they surface from El Salvador. They've been around for a long, long time. But they've been growing by leaps and bounds, and a lot of people associate that growth with President Obama's decision to allow for these hundreds of thousands of unaccompanied minors to flood the border -- 2013, 2014. It's not 5-year-olds or 6-year-olds we’re concerned about here but 15, 16, 17-year-olds that come here without parents. MS-13 becomes their family, their protectors, and we’re seeing a major growth in these gangs. And they’re as vicious as can be. And we’ve got to stop the political correctness, go after these guys, and get them deported.
CARLSON: What did we think was going to happen? Who thought that was a good idea? It just seems so obviously not a good idea.
LEVY: Exactly. But, of course, it's all about identity politics here. There was a coalition that developed from the Obama administration and those on the left -- and I was formerly a Democrat, but I left the party in large part because of the extreme shift of the party on this illegal immigration matter. And it's all about building your base of college students, single women, and minorities, and the pandering got out of control, and they’ve now become an open borders party, and we're seeing the results of it.
CARLSON: I think that's exactly right. So to MS-13, is this primarily a business enterprise?
LEVY: Its organized crime. That's the way I look at it. The feds did a great job in tackling the Cosa Nostra and other organized crime elements. It's time that we treat MS-13 and other gangs just as we did organized crime. That means creating gang registries. So if you have a guy who's been convicted, why should he be allowed to hang out with other gang members? If you're an organized crime member convicted, you can’t hang out with other organized crime members. We should follow that same policy as it applies to MS-13 members.
CARLSON: So you've got a problem out in Suffolk County and Long Island. We've got a map we’re going to put up on the screen. This is from ICE, and it shows the spread of this group from Miami to San Francisco to Boston, Newark. Towns you would not expect to see this group. Where did it start and when did this spread happen and why didn’t the rest of us notice?
LEVY: Well, they've been around for years and years, but they displaced the Latin Kings, the Bloods, and other such groups in the last several years. In large part, many believe because of the influx of the undocumented minors. We've seen anywhere from 2,000 to 3,500 of these undocumented, un-chaperoned minors on Long Island alone in the last several years. We warned it was going to have major ramifications on our schools, on our hospitals, on our infrastructures, and our safety, and now we've seen a dozen young people murdered over the last year in just two communities alone, Brentwood and Central Islip on Long Island. It's nuts. The political correctness has to stop. We have to go after these guys and get them out of this country.
CARLSON: How involved are they in drug trafficking? Is that the primary way that the gang finances itself?
LEVY: It’s primarily drug trafficking, but it's all about control. You talk to the superintendents and the principles of these schools, how they are intimidating kids, 13, 14, 15-year-olds in school that they have to go out and commit a crime or they will be butchered. They’ll threaten their families. It's the same type of horrible modus operandi you see a guy like El Chapo carry out. It's now here in the states, in our suburbs, here in Long Island and throughout the country.
CARLSON: I'm becoming convinced of that, and I'm just so struck by the lack of news about this group or the lack of outcry from Americans that this is happening. And I just don’t understand it.
LEVY: It’s political correctness.
CARLSON: I think that’s right.
LEVY: It’s just like you said, they're a bigger threat than ISIS are to us. And if you're going to defeat the problem, you first have to admit what it is. Same thing with the Islamic terrorism. If you don't say with the problem is, you can't defeat it.
CARLSON: That’s exactly right.

Fox & Friends co-host Steve Doocy complained that “one of the things people don't talk about [when discussing] MS-13 is they’re mainly in this country illegally.” Fox guest Rep. Lee Zeldin (R-NY) responded that “there is a huge illegal immigration component of it” and concluded that “there’s no doubt” that a wall along the southern U.S. border would help solve the gang problem. There is the illegal crime that we hear about like a machete murder of these four individuals a couple weeks ago that brought [Attorney General Jeff] Sessions and President Trump so vocal and advocating to crackdown on MS-13. But there’s also the illegal narcotics coming into our country. They’re selling drugs. They’re making a lot of money off of that as well.
DOOCY: OK. You need help out there. What are you going to do?
ZELDIN: On the federal level, there’s the law enforcement component. There is that need to prevent illegal narcotics from coming into our country. When we talk about the need to strengthen our border, it’s not just a need to tackle the amount of people who are coming here into our country illegally, but also the amount of illegal narcotics coming on. So, part of this is law enforcement. Part of it is the juvenile justice system and having the resources in our local communities. It's our schools doing a better job preventing and -- for rehabilitation for those individuals. They’re individuals who associate themselves with the gang. They do their time, and then they want out. And being able to get them out is important as well. Combating illegal immigration is huge though.
DOOCY: Would the wall help?
ZELDIN: There's no doubt. I was stationed in Fort Huachuca, Arizona, the Huachuca Mountains. We already have a 9,000-foot wall there. In Texas, we have a river. But in many other places all along the southern border there are vulnerabilities that have to be addressed.
DOOCY: OK, so the wall would help it sounds like. [Fox News, Fox & Friends, 5/5/17]
Brian Kilmeade: “Many [unaccompanied minors] turned out to be gang members.” Fox host Brian Kilmeade claimed that vulnerable immigrants under the age of 18, many of whom are fleeing gang violence in their home countries, “turned out to be gang members.” From the May 2 edition of Fox & Friends:
BRIAN KILMEADE (CO-HOST): The MS-13. This is new to some people -- not new to you.
SHERIFF TIMOTHY SINI: That’s right. So, MS-13 has been in this country since the ‘80s. They’re approximately 10,000 strong in our country, 30,000 strong worldwide. A very violent gang. They engage in violence for violence’s sake. And when they do engage in violence, it’s brutal.
KILMEADE: And what they’re doing is using younger people than you would think, right?
SINI: Absolutely.
KILMEADE: And a lot of people think -- and the people I was talking to yesterday -- say when those kids surged across our border, unaccompanied minors, they got stuck into school systems, many on Long Island. And now these classes were overcrowded, and many of them turned out to be gang members.
SINI: There’s no doubt that MS-13 preys on immigrant communities. MS-13 is going to prey on the vulnerable, so when you’re dealing with folks who are coming here who are not with their parents, who are here in this country for the first time, they don’t have the social network or as large of a social network as you or me, they’re going to certainly be prime targets for a gang like MS-13. Experts say gang eradication relies on integrating immigrants and local enforcement -- not immigration policy
WTOP: Law enforcement officials “describe the ideal anti-gang method as … education, intervention/prevention and enforcement.” WTOP, Washington, D.C.’s local news station, published a piece that outlined law enforcement’s prescription for battling MS-13 as “a three-pronged approach: education, intervention/prevention and enforcement.” Capt. Paul Cleveland of Fairfax County, VA, who is a member of Virginia police’s anti-gang unit, told WTOP that offering immigrant kids after-school activities and keeping them away from gangs is just as important as finding and detaining gang members. [WTOP.com, 6/19/17]
CNN: “Experts say using MS-13 to justify cracking down on undocumented immigrants could actually make the gang stronger.” Experts cited in an April 29 CNN report questioned the administration’s focus on immigration policies as a way to eradicate MS-13, saying that the Department of Justice might be “undermining its cause by equating MS-13 to undocumented immigrants.” The article explained that MS-13’s “ranks were continuously strengthened by deportees from the US returning home”:
But while Liquorie appreciated the federal government wanting to help local law enforcement fight the gang, he questioned whether DOJ was actually undermining its cause by equating MS-13 to undocumented immigrants.
But the truth about the gang, the first street gang to be labeled a "transnational criminal organization" by the US government, is more complicated -- and experts say using MS-13 to justify cracking down on undocumented immigrants could actually make the gang stronger.

Business Insider: Police chiefs from areas impacted by MS-13 agree that Trump’s policies “will have a negative impact on the fight against the Mara Salvatrucha.” Business Insider reported that “police chiefs from three different U.S. counties impacted by the MS-13 street gang -- including Suffolk County Police Commissioner Timothy Sini -- “spoke out about policies adopted by President Donald Trump's administration during a Senate hearing on May 24.” The chiefs particularly voiced concern about Trump’s threat “to cut federal funds for law enforcement bodies” of sanctuary cities and ramp up deportation efforts. The police chiefs noted that these policies would “compromise the main source of information on which law enforcement relies to tackle the gang,” the Latino communities. [Business Insider, 5/25/17]
Some Suffolk County officials have acknowledged that investing resources in immigrant communities is an effective way to stop gang recruitment. Telemundo correspondent Diego Arias investigated MS-13 gang recruitment in Long Island and learned that at least one local politician believes that ending gang violence requires “investing in the most vulnerable communities,” referring to marginalized immigrants. Luis Montes, assistant Suffolk County deputy executive, told Arias, “We are trying to enter at this [young] age, when kids still haven’t been recruited and can be saved.” One local immigrant rights’ advocate highlighted the gangs’ ability to “understand these young people and their experience much more than our local governments and the police” as a major problem. Many Suffolk County policies have served to marginalize immigrants
SPLC: Latino immigrants in Suffolk County have “routinely” been “the target of violent attacks, harassment and abuse driven by a virulent anti-immigrant climate.” A 2009 SPLC report stated that “Suffolk County officials have contributed substantially to an atmosphere conducive to racial violence” and law enforcement have shown indifference to hate crimes against Latino immigrants while employing tactics -- such as asking a person’s immigrant status -- that drive immigrants into the shadows. Univision: Multiple Long Island kids have recently been accused of being MS-13 members “just for being undocumented.” Univision’s Blanca Rosa Vilchez reported that at least seven parents on Long Island are “reporting their children being arrested because ICE has accused them of being integrated into MS-13” merely because they are undocumented and further described how they were not “ able to communicate with them once they are detained.” The director of the American Civil Liberties Union (ACLU) in Suffolk County told Vilchez that ICE is arresting children in their homes and taking them to detention centers without notifying their parents, and one lawyer explained that the arrested child is not able to speak to his or her lawyer for a period of time. In September, an undercover informant led police into the woods of Maryland’s Wheaton Regional Park, along trails with pastoral names like Deer Hollow and Oak Ridge, to a patch of shovel-turned earth.

Inside the shallow grave, a shredded, bloodstained sweatshirt hinted at a horrific crime.

“The victim had been stabbed over one-hundred times, decapitated, dismembered, and his heart had been excised from his chest and thrown into the grave,” Montgomery County detectives wrote in court papers made public last month.

The grisly details drew widespread attention.

“Satanic murder,” declared a headline in the Sun.

Some of the gang’s founders were devil-worshiping metal heads, according to experts. And although the connection has waned over the past 30 years, it can still be seen in MS-13’s use of satanic nicknames, tattoos and other imagery. The gang’s devil horns hand sign is known as “la garra,” a Spanish reference to Satan’s claws. And some MS-13 members have told investigators that they committed their crimes at the behest of “la bestia,” or the Beast.

“The beast … wanted a soul,” an MS-13 member nicknamed Diabolical said after killing a 15-year-old girl who’d disrespected his satanic shrine, prosecutors told a Houston courtroom earlier this year.

“A few of its members were hard-core Satanists who worshipped the devil and went so far as to practice gruesome animal sacrifices,” Ward writes. “These Satanists gave MSS its badass reputation for evil. Although the vast majority of these stoners never participated in these bloody ritual animal sacrifices or gave any thought to becoming Satanists, they banked on their gang’s reputation for devil worship, which gave it and them an aura of mystery and terror.”

One Mara Salvatrucha member told Ward of his initiation into the gang.

“We went to a cemetery and swore an oath by drinking each other’s blood,” he said. “We took a knife and cut our hands and then drained our blood into a cup to drink it. We smoked a lot of mota [marijuana], and then we cut open a cat.”

One thing that didn’t change, however, was the gang’s association with satanism.

“When MSS became MS, it kept its reputation for Satan worship,” Ward writes, “which gave it an aura of demonic mystery.”

In these gang-controlled neighborhoods, satanism persisted.

“What the two gangs do have in common is the belief that life and death are somehow intermingled,” Pablo Trincia wrote in the Independent. “This belief partly explains the bones and devils tattooed on their bodies, as well as their satanic rituals, such as hacking a victim to death and scattering the organs on the ground in a pentagonal shape.”

“The brutality of the gangs’ crimes is increasingly horrific,” the Los Angeles Times reported in 2004. “Homicide victims, including many women and teenage girls, often are found so mutilated that Spanish priest Jose Maria Morataya, who runs a San Salvador rehabilitation and job training center for former gang members … suspects that some gang members practice satanic rituals.”

A year later, the Virginia Gang Investigators Association hosted a seminar for law enforcement officials on MS-13 and satanism.

What is clear is that once in Alexandria, he quickly joined the local PVLS clique. Within months of arriving, Del Cid was involved in a string of brutal attacks. He admitted to stabbing a 12-year-old boy in the chest “just to scare him” — “if I had wanted to kill him, I would have gone [for] his neck,” he said — pulling a gun on another teen, robbing a drug dealer, attacking a one-armed man with a hammer and making plans to kill two people, including another MS-13 member.

In October 2013, when Del Cid was 17, he helped murder a fellow gang member suspected of snitching, he said. But the body proved too big for the shallow grave in Holmes Run Park in Fairfax County.

“So we grabbed the machete and began to go at the legs,” Del Cid testified. “And then we doubled them over and stuck them in the hole as well.”

Del Cid and other gang members later dug up the body and moved it deeper into the woods, covering it in acid “to dissolve the body more quickly,” he said. A couple of months later, when he was 18, Del Cid helped kill another gang member suspected of stealing from the gang and sleeping with another gang member’s girlfriend. The victim’s head was cut off and buried with his body in a shallow grave, again in Holmes Run Park.

In June 2014, Del Cid and two fellow MS-13 members were “on patrol” in Alexandria when they attacked someone they mistakenly thought belonged to the 18th Street gang. After an MS-13 member nicknamed “Taliban” shot the man, Del Cid and the gunman fled into the woods.

“I told you, homeboy, that what I wanted was to feed the beast,” Taliban told him as they fled, Del Cid testified.

“Let’s pray, homeboy,” said Taliban, whose real name is Jesus Alejandro Chavez. “I have already fed the beast. Now we have to pray to the beast that we will not be caught.”

“The beast basically is the devil,” Del Cid explained in court. “When you [are involved in MS-13], you feel that the devil is helping you, and sometimes the devil asked you to do things for him.”

Del Cid and Taliban made devil horns with their hands and joined them together to pray for deliverance from police.

MS-13 gang members, including 10 illegal immigrants, charged in deaths of Virginia teens

Eleven MS-13 gang members – all of whom are illegal immigrants except one – are facing life in prison after being charged in the kidnappings and deaths of two teens whose bodies were dug up in a Virginia park last year.

The ages of the male gang members charged Friday ranged from 20 to 27. All of them are from El Salvador and only one – who is believed to have fled the country – is not in police custody, according to NBC Washington.

Police uncovered the bodies of 17-year-old Edvin Escobar Mendez and 14-year-old Sergio Arita Triminio at Holmes Run Park in March 2017 after receiving a tip.

The two teens disappeared just weeks apart the prior year.

REMAINS OF SUSPECTED MS-13 MURDER VICTIM UNEARTHED IN NEW YORK, POLICE SAY

After Mendez vanished and was reported missing by his family, his brother tracked down Triminio - one of his friends - who revealed to him that Mendez was “abducted or killed” because the MS-13 members thought he was allied with a rival gang.

Two days after that reported conversation, Triminio, who lived near Holmes Run Park, disappeared while taking out the trash.

"He never came back," his mother said.

Investigators believe Triminio was killed because the MS-13 members thought he was working as a police informant, a federal indictment said. A court-ordered electronic monitoring device that Triminio was wearing, per his probation orders, stopped working the day he vanished, the documents added.

All but one of the men facing the conspiracy to kidnap charges are reported to be illegal immigrants, and one suspect is facing a conspiracy to commit murder in aid of racketeering charge.

The names of those charged are Elmer Zelaya Martinez, 27, Erick Palacios Ruiz, 20, Ronald Herrera Contreras, 20, Josue Vigil Mejia, 21, Henry Zelaya Martinez, 24, Oscar Contreras Aguilar, 20, Yonathan Melgar Martinez, 21, Pablo Miguel Barrera Velasco, 20, Anderson Villatoro, 21, Francisco Avila Avalos, 20 and Fredys Baires Abarca, 20. Their gang member aliases included nicknames such as "Killer", "Horror" and "Lil Clandestino".

All of them are charged with conspiracy to kidnap, while Aguilar is also charged with conspiracy to commit murder in aid of racketeering.

MS-13 was started by Central American immigrants, mainly from El Salvador, in Los Angeles in the 1980s and has expanded to include Hondurans, Guatamalans, Mexicans and other Central and South Americans.

President Trump's Justice and Homeland Security Departments have made targeting the gang a top priority. The president himself has used the word "animals" to describe the gang.
