I've Worked with Refugees for Decades. Europe's Afghan Crime Wave Is Mind-Boggling.

Afghans stand out among the refugees committing crimes in Austria and elsewhere. Why?

In 2014, when waves of refugees began flooding into western Europe, citizens and officials alike responded with generosity and openness. Exhausted refugees spilled out of trains and buses to be met by crowds bearing gifts of clothing and food, and holding up placards that read “Welcome Refugees.”

This was a honeymoon that could not last. Some of the upcoming difficulties had been anticipated: that the newcomers did not speak the local languages, might be traumatized, would probably take a long time to find their footing, and had brought their ethnic, religious and sectarian conflicts with them, causing them to get into battles with each other. All of these things happened but—as Angela Merkel promised—were manageable. “Wir schaffen das.”

But there was one development that had not been expected, and was not tolerable: the large and growing incidence of sexual assaults committed by refugees against local women. These were not of the cultural-misunderstanding-date-rape sort, but were vicious, no-preamble attacks on random girls and women, often committed by gangs or packs of young men. At first, the incidents were downplayed or hushed up—no one wanted to provide the right wing with fodder for nationalist agitation, and the hope was that these were isolated instances caused by a small problem group of outliers. As the incidents increased, and because many of them took place in public or because the public became involved either in stopping the attack or in aiding the victim afterwards, and because the courts began issuing sentences as the cases came to trial, the matter could no longer be swept under the carpet of political correctness. And with the official acknowledgment and public reporting, a weird and puzzling footnote emerged. Most of the assaults were being committed by refugees of one particular nationality: by Afghans.

Actually Afghans should not even have been part of the refugee tide, at least not in significant numbers. It was the Syrians who were expected. Afghanistan, a place of lingering and chronic conflict, is no longer on the official refugee roster—that’s reserved for acute political and military emergencies. Still, European authorities and the public were sympathetic, and could understand why Afghans would want to leave a country rife with suicide bombings and empty of opportunity. Also, Europeans held a baseline positive sentiment towards Afghanistan. Many baby-boomer Europeans had, in their hippie days of yore, traversed that country in the legendary VW buses, and retained fond memories of friendly, hospitable people. Later everyone had mourned the loss of the Bamiyan Buddhas and felt for the poor people suffering under Taliban rule. And after that, NATO had been part of the “coalition of the willing.” Europeans were predisposed to be positive towards Afghan refugees. But it quickly became obvious that something was wrong, very wrong, with these young Afghan men: they were committing sex crimes to a much greater extent than other refugees, even those from countries that were equally or more backward, just as Islamic and conservative, and arguably just as misogynist.

This is not an article that has been fun for me to write. I have worked on issues related to refugees for much of my professional life, from the Pakistani camps during the Soviet occupation of Afghanistan to Yemen, Sudan, Thailand, Ethiopia, Djibouti, Lebanon, Bosnia, Nicaragua and Iraq, and have deep sympathy for their plight. But nowhere had I encountered a phenomenon like this one. I had seen refugees trapped in circumstances that made them vulnerable to rape, by camp guards or soldiers. But for refugees to become perpetrators of this crime in the place that had given them asylum? That was something new. Further, my personal and professional life has endowed me with many Afghan and Afghan American friends, and there is nothing collectively psychopathic about them. They are doctors, shopkeepers, owners of Japanese restaurants, airport sedan drivers, entrepreneurs, IT experts, salesladies at Macy’s—they’re like everyone else. The parent generation tends to be a bit stiff, formal and etiquette conscious. It is impossible to imagine any of them engaging in the sort of outlandish, bizarre and primitive sexual aggression their young compatriots are becoming infamous for. Yet here we are.

A few weeks ago, the Austrian city of Tulln declared a full stop to any further refugee admissions. As the mayor made clear, that decision was aimed at Afghans, but for legal and administrative reasons it could only be promulgated in a global way. That had not been the city’s intention—to the contrary, it had just completed the construction of an expensive, brand-new facility for incoming asylum seekers, which would now, the mayor declared, be given over to another purpose. His exact words: “We’ve had it.” The tipping point, after a series of disturbing incidents all emanating from Afghans, was the brutal gang rape of a fifteen-year-old girl, snatched from the street on her way home, dragged away and serially abused by Afghan refugees.

And that was just one in a string of outrage-inducing occurrences, all of them going to the account of Afghans.

A while before, in Vienna, a young female Turkish exchange student had been pursued into a public restroom by three Afghan refugees. They jammed the door shut and proceeded to savagely attack her. Grabbing her by the neck, they struck her head repeatedly against a porcelain toilet bowl to knock her out. When that failed to break her desperate resistance, they took turns holding her down and raping her. The young woman required a hospital stay, after which—too traumatized to resume her studies—she fled home to Turkey, where she continues to be depressed and miserable, unable to process what happened and unable, in a conservative Muslim society, to talk about her experience to anybody except one best friend and confidante.

It took a while for the pattern to be recognized because, until recently, western European media deliberately refrained from identifying an assailant’s refugee or asylum status, or his country of origin. Only when the correlation became so dramatic that it was itself newsworthy did this policy change. At that point, it became clear that the authorities had known about, and for political reasons had deliberately covered up, large-scale incidences of sexual assault by migrants. For example, a gang of fifty Afghans who terrorized women in the neighborhood of the Linz train station had been brushed off by a government official with the remark that this was an unfortunate consequence of bad weather, and that once summer came the young men would disperse into the public parks and no longer move in such a large, menacing pack. The public was not amused.

I could write the same report about Sweden, Germany, or any other country of asylum in Europe, but I am focusing on examples from Austria because that’s the European country I come from and know best. So let’s take a look at the Austrian press. This from Österreich, the daily newspaper distributed for free on public transit and thus read, basically, by almost everyone. Front page: Afghan (eighteen) attacks young woman at Danube Festival. “Once again there has been an attempted rape by an Afghan. A twenty-one-year-old Slovak tourist was mobbed and groped by a group of men. She managed to get away, but was pursued by one of them, an Afghan asylum seeker who caught her and dragged her into the bushes. Nearby plainclothes policemen noticed the struggle and intervened to prevent the rape at the last moment.” Page ten: “A twenty-five-year-old Afghan attempted to rape a young woman who was sitting in the sun in the park. Four courageous passersby dragged the man off the victim and held him until the police arrived.” Page twelve: “Two Afghans have been sentenced for attempting to rape a woman on a train in Graz. The men, who live in an asylum seekers’ residence, first insulted the young woman with obscene verbal remarks before attacking her. When she screamed for help, passengers from other parts of the train rushed to her aid.”

Let’s leave aside the reprehensibility of this conduct for the moment and focus instead on its logic or lack thereof. Can these men possibly expect that their attempts will be successful? Do they actually think they will be able to rape a woman on the main street of a town in the middle of the day? On a train filled with other passengers? In a frequented public park in the early afternoon? Are they incapable of logical thought—or is that not even their aim? Do they merely want to cause momentary female hysteria and touch some forbidden places of a stranger’s body? Is that so gratifying that it’s worth jeopardizing their future and being hauled off to jail by scornful and disgusted Europeans? What is going on here? And why, why, why the Afghans? According to Austrian police statistics, Syrian refugees cause fewer than 10 percent of sexual assault cases. Afghans, whose numbers are comparable, are responsible for a stunning half of all cases.

Type two words into Google—Afghane and Vergewaltigung—and a cornucopia of appalling incidents unfolds before you. The mentally retarded woman in Linz, kidnapped, dragged to an Afghan refugee’s apartment and raped until she was finally able to escape into his bathroom, lock herself in and, as he battered at the door, crank open the window and scream for help. Incidents like that one point to a cold-blooded predator, with planning and premeditation.

Others are merely baffling. Public swimming pools are confronted with epidemics of young Afghan men who think it a good idea to expose themselves, whipping off their pants and standing there until tackled by the lifeguards and removed from the premises with orders to never return. Let’s be charitable: let’s assume that at some point, one or two of these young men might have heard stories of nudist beaches and thought to join in. But that’s hardly an explanation. Seriously; in a foreign country where your legal standing is tenuous, wouldn’t you cast a quick glance around to ensure that you are not the first and only man thus flaunting his ornamentation, before engaging in conduct that your entire upbringing has taught you to consider unthinkable? Come on!

Plus, within hours or days of their arrival, the Afghan-refugee grapevine educates newcomers as to the ins and outs of navigating the country: what offices to go to and what to say when you get there, where to apply for additional aid, where to find free housing and so on. If they can learn all of that, they can figure out the dress code.

So again: what’s going on? Why is this happening? And why the Afghans? A few competing theories are in circulation.

First: “They get drunk.” One of my interlocutors, a diaspora Afghan who has lived in Vienna for decades and works as a certified court translator and advisor, and thus is intimately familiar with these cases and the persons involved, dismisses this explanation out of hand. Rather, he says, word has gotten out that claiming to have been mentally incapacitated during the commission of a crime—including from alcohol or drugs—counts as an extenuating circumstance. Often, he relates, the defendants will have been inadequately briefed and will put this excuse forward ineptly. For example, they will say that they drank two beers and from these blacked out, remembering nothing of their subsequent actions. This theory also does not explain why Afghans should be more prone to alcohol-induced sexual aggression than other young refugee men from comparable backgrounds.

A second theory hypothesizes confusion caused by a clash in cultural values. These young men, the theory holds, come from a country where women are mere dark silhouettes completely hidden under pleated burqas. Confronted with girls in tank tops and short shorts, they lose their grip on sanity and their hormones run away with them. This theory, in addition to being borderline blame-the-victim offensive, does not hold water. Again, the same reaction should then also be shown by other young men from strict Islamic societies where gender segregation is the norm; why would only the Afghans react this way? And how does it explain cases such as that of the seventy-two-year-old pensioner, out walking her dog when attacked, beaten and raped by a young Afghan? Or the schoolboy, kidnapped and gang-raped in Sweden by a group of Afghans?

Indeed, if we review the pattern of the attacks, we can soon dismiss this theory. Typically, the preferred targets are not what stereotype might imagine, provocatively dressed young women that a confused Muslim from the ultraconservative hinterland misinterprets as promiscuous. No; often, the victims are mothers with small children. I am guessing that to a predator, they appear to be easier targets, because it is assumed they will be handicapped in their ability to fight back, but there may also be some more Freudian dimension that I am missing.

In one recent case that raised a huge public outcry, a woman was out for a walk in a park on an elevation above the Danube. With her she had her two children, a toddler plus her infant in a baby carriage. Out of the blue, an Afghan refugee leapt at her, threw her down, bit her, strangled her and attempted to rape her. In the struggle, the baby carriage went careening towards the embankment and the infant almost plunged into the river below. With her second child looking on aghast, the woman valiantly fought off her assailant, ripping the hood off his jacket, which later made it possible for an Austrian police dog to track him down.

In another incident, two young women were on a midday stroll in the pedestrian zone of a small Austrian town, pushing their babies in prams before them, when they were abruptly attacked by several Afghan refugees, who lunged at them and ripped off their clothing but were apprehended before they could do further damage. It’s clear that such events antagonize the general public. It’s also clear that we can dismiss the “they were drunk and didn’t know what they were doing” theory, as well as “they thought the women were asking for it.”

This brings us to a third, more compelling and quite disturbing theory—the one that my Afghan friend, the court translator, puts forward. On the basis of his hundreds of interactions with these young men in his professional capacity over the past several years, he believes to have discovered that they are motivated by a deep and abiding contempt for Western civilization. To them, Europeans are the enemy, and their women are legitimate spoils, as are all the other things one can take from them: housing, money, passports. Their laws don’t matter, their culture is uninteresting and, ultimately, their civilization is going to fall anyway to the horde of which one is the spearhead. No need to assimilate, or work hard, or try to build a decent life here for yourself—these Europeans are too soft to seriously punish you for a transgression, and their days are numbered.

And it’s not just the sex crimes, my friend notes. Those may agitate public sentiment the most, but the deliberate, insidious abuse of the welfare system is just as consequential. Afghan refugees, he says, have a particular proclivity to play the system: to lie about their age, to lie about their circumstances, to pretend to be younger, to be handicapped, to belong to an ethnic minority when even the tired eye of an Austrian judge can distinguish the delicate features of a Hazara from those of a Pashtun.

I see his point. In the course of my research, I encountered thirty-year-olds with family in Austria who were passing themselves off as “unaccompanied minors.” I met people misrepresenting an old traffic injury as proof that they had been tortured. I learned of an Afghan family that had emigrated to Hungary two decades ago. The children were born there and attended Hungarian schools. When the refugee crisis erupted, enticed by news of all the associated benefits, this family decided to take on a new identity and make their way to Sweden on the pretense of being brand-new refugees. Claiming to have lost their papers during their “flight,” they registered under new assumed names and reduced the ages of their children; the mother declared herself a widow. Now ensconced in comfortable free housing along with their hale, hearty and very much alive father—whom they pass off as an uncle—with a monthly welfare check, they are smug parasites leeching off the gullibility of Sweden’s taxpayers.

Western legal systems are meticulous and procedural, operate on the basis of rules and rights and forms and documents, and consider you innocent until proven guilty. It didn’t take the refugees long to figure out how to leverage this to their advantage. “They’ll stand right there, balding, grey at the temples, and insist that they’re eighteen,” an exasperated Austrian prosecutor told me. Having “lost” their documents, the only way to refute even the most patently absurd such claim is through expensive lab tests. If you have no documents and no shame, you can assert just about anything and then lean back and wait for the system to try and prove otherwise. If you are rejected, no problem: you can launch multiple appeals. Once you have set foot in Europe, it will be almost impossible to get rid of you; indeed, you can literally commit murder. If a court finds you guilty of rape, you need only argue that if you are sent home, your conservative society will kill you for the dishonorable act—then you can’t be shipped out, because EU law forbids extradition if doing so puts the individual’s life at risk. And murderers cannot be sent back to countries that have the death penalty or a judicial system known to be harsh.

But we are still left with a mystery. Welfare fraud is one thing: it makes a certain kind of sense, if you have no regard for rule of law or fairness and you are lazy. But why is this current cohort of Afghans making its mark as sexual predators . . . and inept, stupid ones at that? In search of an answer, perhaps we should take a closer look at the victims. We have eliminated improper attire and an unwittingly seductive manner, but might they have any other traits in common to shed light on why they became the targets of such madness? Reviewing them, one word comes to mind: fulfillment. A Turkish exchange student, happy to be advancing her education in industrial design at a good university in Vienna. A girl in a park, enjoying the sunshine. Two friends, taking their babies for a walk. A mother, enjoying a summer stroll with her two children. A contented old lady, out with her pet. Attractive, accomplished, happy, normal people . . . an unbearable sight, perhaps, to—and here I must agree with President Trump—losers. That is what he proposed we should call terrorists, and he is right. These young men, even minus a suicide vest, are losers, which has inspired them to become social terrorists.

The young Afghan attackers are saying, yes, that they have no impulse control, that their hormones are raging, and that they hate themselves and the world—but most especially, that they will not tolerate women who are happy, confident and feeling safe in public spaces. They are saying that they have no intention of respecting law, custom, public opinion, local values or common decency, all of which they hate so much that they are ready to put their own lives, their constructive futures and their freedom on the line for the satisfaction of inflicting damage.

Established middle-class diaspora Afghans are understandably upset and embarrassed to see their nationality thus disgraced by these uncouth newcomers. And yet they are part of the problem. Many of their actions and reactions, however natural or unintended, amount to complicity. They cover up, make excuses for, advise on best ways to wriggle out of consequences, and even directly abet the deceptions, illegal acts and disgraceful manners of friends, relatives and random unknown fellow Afghans.

The reasons for this are many-layered. There is the perceived obligation to be loyal to friends and relatives and countrymen. I think there is also a certain lack of true identification with Western notions of bureaucratic and biographic fact; many, if not most, Afghans currently living in the West have some lies of necessity in their past. Whichever of them arrived first—a father, an older brother—generally had to make up a supposed family name and a birthdate on the fly, because back home, until one generation ago most people did not have a last name and birth dates were not recorded. I know respectable, law-abiding Afghan families where everyone’s birthdays are implausibly sequential—June 1, June 2, June 3 and so forth, because the family member who filled out the immigration paperwork had to make up birth dates and thought it would be easier to remember them this way.

It is also possible that this diaspora community, given the weakness of state institutions in their country of origin, the arbitrariness of its corruption-riddled administrations for centuries, and a certain lack of rootedness that comes from being dropped into someone else’s culture and way of doing things, is fine with a bit of finagling of welfare benefits. They don’t, of course, endorse rape, but here embarrassment kicks in and inspires them to make excuses. “They’re young.” “They’re confused.” “They grew up in Iran, where one learns bad behavior.” Others just disavow them altogether and want nothing to do with them. That’s regrettable, because Afghans who have already made respected lives for themselves abroad are in the best position to discipline and teach the delinquent newcomers, to know what combination of sanctions, pressures and encouragement will be effective.

Complicated problems, to be sure, but why should they concern us here in the United States, beyond mere anthropological curiosity? Well, first of all, these young men are “ours.” They grew up during the years in which we were the dominant influence and paymaster in Afghan society. Since 2001, we have spent billions on an Afghan school system that we like to cite as one of our greatest accomplishments. These young men either attended these schools, in which case the investment in their education has been worse than useless, or did not have access to a school, in which case the money must have been fraudulently diverted. We have also invested many, many millions of dollars on gender programs and rule-of-law programs to convey notions of female equality and human value, and regard for law and order. We have funded radio programs and entire TV stations devoted to this goal, launched poster campaigns and sponsored at enormous cost a large number of civil-society groups purporting to disseminate these values. And here, now, are our “graduates,” rampaging across Europe like the worst sort of feral beasts.

Secondly, the relevance to U.S. refugee policy is sadly obvious. It will require rigorous vetting indeed to weed out such deeply disturbed, degenerate young males whose willingness to be deceptive is so pronounced and whose motives are so irrational.

Which brings me to a final theory being vented in Austria: that these destructive, crazed young men are being intentionally infiltrated into western Europe to wreak havoc: to take away the freedom and security of women; change patterns of behavior; deepen the rifts between liberals, who continue to defend and find excuses, and a right wing that calls for harsh measures and violent responses; to inflict high costs and aggravation on courts and judicial systems and generally make a mess of things.

For the record, I am not convinced that there is a deliberate plan behind this, but I do agree that angry and unstable young men are susceptible to destructive paths. Those paths can lead to ideological extremism and terrorism, or to the formation of gangs and packs that attack, harm and destroy. As we have seen, presently many of their attacks are inept and easily blocked by random civilian passersby. But they will get more skillful over time, and Europe had best develop a defense against them.

What to do? The necessary measures, I think, are obvious.

Anyone convicted of a felony or any kind of sexual crime should be immediately deported, and that consequence should be made known to new arrivals as part of their initial orientation. This is the only way to stop the accelerating problem. (Doing so will, of course, require changes to European law.)

Every arriving refugee and asylum seeker must be subjected to rigorous fact-checking of their story, including validation of their asserted age by lab testing if there is any doubt. Yes, it’s troublesome and costly, but not nearly as troublesome and costly as letting the wrong people in, or putting hundreds of thousands of foreigners permanently or semipermanently on the dole with benefits they are not entitled to. And European countries must share the resultant data with each other, and identities must be linked to fingerprints, not to documents of dubious authenticity or no documents at all.

Members of the relevant diaspora communities must make very clear to the refugees that they do not approve of and will not assist them with their false claims, cheating, bad behavior or crime. They should instead emphasize by their own example, as well as by direct outreach, that a good and fulfilling life is possible in their new homes with hard work, a sincere effort to fit in and a cooperative attitude.

Finally, the Left has to do a bit of hard thinking. It’s fine to be warm, fuzzy and sentimental about strangers arriving on your shores, but let’s also spare some warm, fuzzy and sentimental thoughts for our own values, freedoms and lifestyle. Girls and women should continue to feel safe in public spaces, be able to attend festivals, wear clothing appropriate to the weather and their own liking, travel on trains, go to the park, walk their dogs and live their lives. This is a wonderful Western achievement, and one that is worth defending.

New Year's Eve sexual assaults in Germany

During the 2015/2016 New Year's Eve celebrations, there were mass sexual assaults, 24 rapes, and numerous thefts in Germany, mainly in the Cologne city center. There were similar incidents at the public celebrations in Hamburg, Dortmund, Düsseldorf, Stuttgart[27] and Bielefeld.[14][28][29] For all of Germany, police estimated in a document leaked in 2016 that 1,200 women were sexually assaulted and that at least 2,000 men were involved, often acting in groups

On New Year's Eve, December 2015, witnesses reported that firecrackers were thrown into a crowd from a group of people of around 500, which had doubled in size by later that night, at the square in front of Cologne's Central Station.[51] Following this event, groups of men exploited the confusion to rob and sexually assault people in the area and within the station.[51][52] According to witnesses, the attackers surrounded women in groups of 30–40.[53]

According to the Cologne police report on 2 January, the suspects mostly used sexual assault (including groping) to distract victims while robbing them of mobile phones and wallets. Police initially said that the sizes of the groups ranged from 2 to 20 people.[54] According to a Bundeskriminalamt report released in June 2016, perpetrators acted mostly in groups of 9 up to 100 men. The offenders used the same method nearly everywhere: lone women were encircled and touched in the breasts, the bottom, and between the legs. In several cases, a finger was inserted into the vagina of the victim—which constitutes a rape under German law—after her clothes were torn from the body. Groping, insults, and rape were often combined with robbery and theft.[50]

A female undercover police officer was sexually assaulted, the offender grabbing into her pants.[55] In other cases, the victims' clothing was torn off.[56] Media reports included the case of an American woman, who was protected by Syrian men who formed a ring around her and then brought her to her boyfriend.[57] One victim described a firecracker being put in the hood of her jacket while her personal belongings were stolen.[58]

On 5 January, shortly after the assaults, Cologne mayor Henriette Reker said in a press conference that there was "no evidence that people who are residing in Cologne as refugees are amongst the perpetrators". Cologne's police president, Wolfgang Albers, stated that "the police has no knowledge about the offenders".[52] To some, including the German Minister of Justice Heiko Maas, the assaults appeared to have been organized or coordinated, the perpetrators having arrived in large groups.[59] Police later said that some perpetrators used social media to meet at the New Year's Eve celebrations,[34][39][44][45] but Ralf Jäger, Minister of the Interior of North Rhine-Westphalia, said there was "so far no evidence that the perpetrators had arranged the assaults before New Year's Eve".[39] According to Jäger in January and Jürgen Mathies, the new Cologne police chief in February, the suspects did not come from pickpocketing or organized crime gangs.[34][39][45]

According to Albers, who was subsequently transferred to provisional retirement for his handling of the situation, the alleged perpetrators were all men "of Arab or North African appearance" between the ages of 15 and 35, who could not speak German.[1][13][60][61] The perpetrators were reported to have been several groups of heavily intoxicated men of Arab or North African appearance, who emerged from a gathering of up to 1,000 men.[20][21][62]

On 7 January, several anonymous police officers from Cologne denied statements that the police did not know the nationality of the perpetrators; they told the press that "most of them" would have been freshly arrived asylum seekers. Contradicting statements from Cologne police leaders, these officers said that the identities of many people, including those who were arrested, had been thoroughly checked, so that police knew which groups of people were involved.[63]

Around 70 people had been checked, and several brought to police stations or taken into custody. The majority of those in detention were Syrians.[63] The officers denied that the sexual harassment was only incidental, saying the truth was "exactly the opposite" and that most of the perpetrators sought primarily to commit sexual offenses, or in their words "sexual amusement".[64] Arnold Plickert, North Rhine Westphalia's representative of German police union Gewerkschaft der Polizei, confirmed that asylum seekers were "definitely" involved.[63][65]

On 8 January, the Federal Ministry of the Interior acknowledged that two-thirds of the suspects checked by the Federal Police—who are responsible for the railways and railway stations in Germany—in Cologne were asylum seekers. The same report stated that 31 suspects were identified by name, including 18 asylum seekers. In total, the suspects were nine Algerians, eight Moroccans, four Syrians, five Iranians, two Germans, an Iraqi, a Serb, and an American.[38] Another report on the same day stated that stolen mobile phones were located by the police within or in the vicinity of refugees' residences.[66]

By 8 January, 170 women, including a police officer, had reported crimes to the police, including two rapes, with the events taking place in the main square between the station and Cologne Cathedral, and also within and outside the central railway station.[14][15][66][67][68] The number increased to 379 on the following day, and sexual offences were alleged in 40 percent of these cases. Most of the suspects were described as men of North African appearance. The increase in reported crimes was attributed to the fact that more officers have been assigned to the investigation, so complaints from more police stations are being evaluated. Many of the attacked women were non-residents, visitors, or other travellers in the main station.[69] By 11 January, the number of complaints was 553, with sexual offences comprising nearly half of the cases.[41]

The next day, it was reported that the number had risen to 653, but a correction made later on set the number at 561. According to the department of public prosecution, there has been a transmission error ("Übermittlungsfehler" ).[70][71] By 14 January, the number rose again to 652,[72] by 15 January to 676 complaints, 347 of these including sexual offences.[3] On 19 January, the number of complaints was at 766,[5] rising to 821 on 21 January, including 359 sexual offences.[39] The number of victims is higher, as some complaints included more than one victim: 1,049 people were affected in total as of 21 January.[3][5][39] Three women were allegedly raped.[12][5][73] By 30 January, the number of complaints in Cologne was 1,016, 433 of which included sexual offences.[17] On 10 February, the number of complaints had risen again to 1,054. Alleged sexual offences were included in 454 cases, while the other cases consisted mostly of theft, robbery, and personal injuries.[18] The number of complaints rose again to 1,075 by February 15; 467 included sexual offences.[8] By 17 March, it had risen to more than 1,100.[9] As of 18 March, the Cologne Public Prosecutor reported 1,139 crime complaints filed during New Year's Eve, 485 of which were sexual offences.[10] By 6 April, the number of reported crimes in Cologne was 1,529. A total of 1,218 victims were involved, 529 of which were victims of sexual offences.[11] In July, it was estimated that more than 600 women had been assaulted in Cologne.[74]

Some complaints also included the allegation of denial of assistance and obstruction of justice in office against Wolfgang Albers and some police officers,[75] as well as the North Rhine-Westphalia Minister of the Interior, Ralf Jäger.[76] By 17 March, the number of such complaints was 51.[76]

On 25 November 2016, a total of 1,616 crimes was reported for Cologne only. 509 of them were sexually motivated, among them 22 rapes.[7]

On 25 November, it was reported that in 369 of the 509 crime cases, which were sexually motivated, no perpetrators could be identified. The prosecutor's office could initiate 58 criminal investigations against 83 persons. Only 6 were convicted so far. The highest sentence was 1 year and 9 month due to sexual assault and robbery. 52 of the accused men had to be acquitted due to lack of unanimous identification. The investigators failed to convict more of the perpetrators because the vicinity of the station was "dark and overcrowded" and the CCTV recordings were of "miserable" quality.[7]

By mid-February 2016, 73 suspects of criminal offences during Cologne's New Year's Night 2015/2016 had been identified of whom 58 had been arrested.The 73 consisted of 30 Moroccans, 27 Algerians, 4 Iraqis, 3 Tunisians, 3 Syrians, 3 Germans, and one each from Libya, Iran and Montenegro.

In reaction, Cologne's chief prosecutor Bremer angrily retorted that "the overwhelming majority" of the 73 suspected men were either asylum seeker, asylum applicant, or illegal immigrant, which he all considered to "fall into the general category of refugees".[129][130]

LONDON — At first, there was complete silence from officials. As rumors spread on social media, police had nothing to say about allegations of mass sexual assaults and other crimes carried out on New Year's Eve in the German city of Cologne.

It was only days later that officials reported that hundreds of women were victims of assault in Cologne, Hamburg and other German cities.

But numbers that are now emerging are likely to shock a country still coming to terms with what happened in Cologne more than half a year ago. According to a leaked police document, published by Germany's Sueddeutsche Zeitung newspaper and broadcasters NDR and WDR, the previous estimates have to be dramatically revised — upward.

Authorities now think that on New Year's Eve, more than 1,200 women were sexually assaulted in various German cities, including more than 600 in Cologne and about 400 in Hamburg.

More than 2,000 men were allegedly involved, and 120 suspects — about half of them foreign nationals who had only recently arrived in Germany — have been identified.

Only four have been convicted, but more trials are underway.

On Thursday, a court in Cologne sentenced two men in the New Year's Eve assaults. Hussein A., a 21-year-old Iraqi, and Hassan T., a 26-year-old Algerian, were handed suspended one-year sentences. Both arrived in Germany in the past two years, a court spokesman said. He declined to specify whether the two had sought asylum.

Officials have linked the sexual assaults to the influx of refugees. "There is a connection between the emergence of this phenomenon and the rapid migration in 2015," Holger Münch, president of the German Federal Crime Police Office, told Sueddeutsche Zeitung. Many suspects had originally come to Germany from North African countries rather than Syria, officials said.

He also predicted that many of the New Year's Eve perpetrators will never be convicted. "We have to presume that many of those crimes will never be fully investigated." Germany has relatively low CCTV coverage, which makes it more difficult for investigators to identify suspects.

Although it is not expected that significantly more CCTV cameras will be installed in the foreseeable future, other measures have been taken. Germany's Parliament passed a stricter sexual-assault law last week that will make it easier for courts to sentence those who facilitate or are involved in assaults.

The new law will be based on the premise that "no means no," meaning that sexual assault can be punished as rape if the offender ignores the "discernible contrary will" of the victim.

Protesters marched through the central train station in Cologne to call for an end to violence against women after dozens of attacks on New Year's Eve.

Lawmakers were facing intense pressure to pass the new legislation, particularly in the wake of the Cologne assaults. Most of the perpetrators in that city stand accused of groping and facilitating sex assaults as part of a group — accusations that were difficult to prosecute.

The stricter law is also supposed to make it easier for refugees to be deported if they are convicted in sex-assault cases — an aspect of the new law that activists and advocates for refugees have harshly criticized.

Halina Wawzyniak, a lawmaker from the Left Party, told The Washington Post last week that immigration issues and sexual-assault cases should not be linked, as refugees could end up facing a "double punishment" by being deported. "The debate used to be about 'no means no' — now all that is being talked about in social networks are foreigners again," she said.

Germans, Syrians and others have protested in Cologne against the sexual assaults of New Year’s Eve. As the backlash against refugees grows, some people with migrant backgrounds feel they're becoming public enemies.

Beneath a gray January sky, a handful of men gathered in front of the towering Cologne Cathedral carrying placards and waving German and Syrian flags. Then, as curious bystanders began to trickle over, the men unfurled a banner with a message scrawled in black and green.

"We're refugees from Syria," it read in German. "We're against racism, sexism and war."

It marked the beginning of the first of two demonstrations on Saturday meant to counter the increasingly negative image of refugees in the wake of the events in Cologne on New Year's Eve.

Since that night, in which more than 500 women reported being sexually harassed in front of the main train station by a mob of men, most of them from migrant backgrounds, male refugees from the Middle East feel they're suddenly the enemy in a country that only a short while ago had celebrated their arrival.

Jabbar Abdullah, a 28-year-old Syrian who organized the first, smaller demonstration, said he wanted to convey to the public that there was a distinction between the men who committed those crimes and ordinary refugees.

'Nothing to do with Islam'

In Syria, Abdullah studied archeology. But as the war raged on he decided to move to Germany, where he's been living happily for 17 months. Today, his hometown of Raqqa is the main stronghold of the "Islamic State."

Now working at the Romano-Germanic Museum in Cologne, Abdullah said he was sad to hear about what happened to those women on New Year's Eve. He was also quick to refute the idea that those crimes were a reflection of a cultural divide between Muslim refugees and secular Europeans.

"This has nothing to do with Islam," he said. "I'm not religious, but I come from a Muslim culture. All of these things are forbidden."

Oula Suliman, 21, a Syrian from Damascus who has been living in Germany for only two weeks, also emphasized that the events on New Year's Eve weren't a reflection of her culture.

"In Syria that has never happened to me," she told DW, referring to the sexual assaults. She said that if a man attacked her on the streets of Damascus, other men would be quick to protect her.

She said most Syrians love Germans, and emphasized her gratitude for Chancellor Angela Merkel's open refugee policies. "I think the German government today is doing something for humanity," she said.

Suliman, who left her medical studies in Syria to start afresh at the University of Duisburg-Essen, blames the media for the negative perception of refugees - and of Syrians in general.

"I think the world sees us from small screens. They don't see our reality," she said. "I don't blame people for thinking that we are bad, but I think we should work to change it."

Growing fear

The evening wore on, and a second, larger demonstration began. Dozens of men and women, mostly of migrant backgrounds, circled a makeshift stage holding signs expressing gratitude toward the German government. People delivered short speeches in English, German and French, reiterating the point that violence against women is a problem that plagues all cultures.

"I am looking at all of you as a human being," one Syrian man said into the microphone in English. "Me as a Syrian. Me as a human being. I'm not afraid to say it loudly: Those criminals should be punished harshly by the German law."

Tanja Wiesenhof, a woman from Cologne who studies social work, said the media coverage of the Cologne attacks angered her because it obscured the fact that violence against women is a part of German culture as well.

"I've never seen German men organize such an event," she said, looking around at the crowd. "Thanks to the refugees, we have this culture now."

Jabar Abdullah, the archeology student from Raqqa, hopes more Germans will be similarly grateful following Saturday's events. He said that since New Year's Eve he's felt a little more afraid, especially with the rise of anti-migrant rhetoric from the far right.

He said he's also disappointed that Angela Merkel's government is now contemplating speeding up the process of deporting refugees from Germany. In essence, he said, that decision concedes that all refugees are guilty for what happened in Cologne.

Chancellor Angela Merkel responded to President Donald Trump’s repeat assertions that crime has risen in Germany as a result of her liberal stance on migration, citing “encouraging” statistics that show the opposite to be true.

For the second straight day, the U.S. president waded into German domestic policy on Tuesday via his favored medium of Twitter. He asserted that crime in Germany has increased by more than 10 percent “since migrants were accepted,” saying that “officials do not want to report these crimes.”

Other countries are even worse, he said, drawing a link to the political battle in Washington over immigration and coupling his criticism with an attack on Democrats who he said “don’t care about crime and want illegal immigrants.”

Merkel was asked about Trump’s latest intervention during a joint press conference with French President Emmanuel Macron outside Berlin on Tuesday, when they two leaders announced measures aimed at a Europe-wide reform of the migration system.

“My answer is this: the interior minister recently presented federal crime statistics and they speak for themselves,” Merkel said, describing “a slightly positive trend.”

“Of course, we always need to do more to fight crime,” she added. “But the numbers certainly were encouraging to keep working along those lines to further reduce crime.”

Violent crime fell by 2.4 percent in 2017, with the number of non-German suspects declining more than the number of German suspects, according to the government’s report. Overall reported crimes fell 9.6 percent, while the percentage of crimes committed by non-Germans also declined last year, the report showed.

Trump, who regularly lambastes Germany in his Twitter tirades, launched an unusually pointed attack on Merkel’s coalition on Monday, when as well as asserting that its migration policy was causing crime he suggested that Merkel was on the ropes.

“The people of Germany are turning against their leadership as migration is rocking the already tenuous Berlin coalition,” wrote Trump. “Crime in Germany is way up. Big mistake made all over Europe in allowing millions of people in who have so strongly and violently changed their culture!”

Germany's migrant rape crisis continues unabated. Preliminary statistics show that migrants committed more than a dozen rapes or sexual assaults every day in 2017, a four-fold increase since 2014, the year before Chancellor Angela Merkel allowed into Germany more than a million mostly Muslim male migrants from Africa, Asia and the Middle East.

A quarterly report — Criminality in the Context of Migration (Kriminalität im Kontext von Zuwanderung) — published by the Federal Criminal Police Office (Bundeskriminalamt, BKA) showed that migrants (Zuwanderer, defined as asylum seekers, refugees and illegal immigrants) committed 3,466 sex crimes during the first nine months of 2017 — or around 13 a day. (Final crime statistics for 2017 will not be publicly available until the second quarter of 2018.) By comparison, in all of 2016 migrants committed 3,404 sex crimes, or around nine a day; in 2015, 1,683 sex crimes, or around five a day; in 2014, 949 sex crimes, or around three a day; and in 2013, 599 sex crimes, or around two a day.

The actual number of migrant-related sex crimes in Germany, however, is believed to be far higher than the official number. For instance, the BKA data includes only crimes that have been solved (aufgeklärten Straftaten). On average only around half of all crimes committed in Germany in any given year are solved (Aufklärungsquote), according to police statistics.

The director of the Criminal Police Association (Bund Deutscher Kriminalbeamter, BDK), André Schulz, estimates that up to 90% of the sex crimes committed in Germany do not appear in the official statistics.

German police frequently omit any references to migrants in crime reports. When they do, they often refer to migrant criminals with politically correct euphemisms such as "southerners" (Südländer), men with "dark skin" (dunkelhäutig, dunklere Gesichtsfarbe, dunklem Hauttyp) or a combination of the two: "southern skin color" (südländische Hautfarbe). This practice, apparently aimed at delinking the attackers with Islam, makes it virtually impossible for German citizens to help police identify suspects.

Germany's migrant rape crisis has continued into 2018. Despite the mounting human toll, many of the crimes are unreported or downplayed as isolated incidents (Einzelfall) by German authorities and the media, apparently to avoid fueling anti-immigration sentiments.

On February 18, a 33-year-old woman was raped while visiting a cemetery in Bochum. The attacker ambushed the woman from behind and hit her on the head with a rock, rendering her unconscious. He then repeatedly raped her. Bochum police kept silent about the rape until pressed by Rheinische Post, a local newspaper. It subsequently emerged that the rapist is a convicted sex offender who had attended a "rehabilitation" program and was then released from custody.

Authorities in North Rhine-Westphalia (NRW) apparently suppressed information about the rape to prevent public concern over the recidivism of convicted sex offenders. The police cover-up sparked public outrage. "The public, in my view, has a right to know that convicted sex offenders pose a real danger when they are back out," said a senior detective. "When something as horrible as Bochum happens, it has to be called by name, without any ifs or buts. When such important information is withheld from the public, people think everything is fine and that of course participants will not relapse." A police spokesperson said the media blackout was meant to protect the victim: "We know from psychologists that this is often very stressful for the victims." After a backlash, Bochum police admitted to making a "mistake."

On February 22, an 18-year-old British student on a class trip to Berlin was raped by two men after she became separated from her group. She was hospitalized for two days. Berlin police kept silent about the rape until the girl returned to Britain and her parents contacted British media outlets, which reported on the case. When pressed for information by Journalisten Watch, a media accountability group, Berlin police admitted that they had arrested two men in relation to the rape but released them due to a lack of evidence (Haftgründe lagen nicht vor).

On January 26, an "Asian or North African" man (orientalisch bis nordafrikanischer Herkunft) tried to rape a female student at the Goethe University in Frankfurt. It subsequently emerged that three other women had been attacked by a man who police believe is the same individual. Although the attacks occurred on October 6, December 29 and January 6, university officials did not warn students that a sex offender was stalking the campus until February 2, four months after the first attack.

On January 11, an unidentified man sexually assaulted two 15-year-old girls on a subway train in Munich. One of the girls managed to take a picture of the man, but police refuse to make the image public. A police blotter asks the public to help them find the man, described as follows: "Male, 170cm, 20s, skinny, red overcoat, dark pants, black shoes."

On January 10, police in Magdeburg released a photograph of a "dark-skinned" man (dunkle Hautfarbe) suspected of raping and seriously injuring a woman at the central railway station on June 27, 2017. Police did not say why they waited more than six months to make the image public.

On January 4, a 24-year-old man raped a woman at a school in Hanover. The police blacked out information about the man's nationality. Bild filled in the missing details: he is from Albania. A local newspaper, Hannoversche Allgemeine, initially reported that the man was from Albania; an hour later, however, it "updated" its story by replacing the word "Albania" with "the Balkans."

Many rapes and sexual assaults occur on public transportation or transport hubs such as bus and train stations. The problem is especially acute in Berlin, where police received 296 reports of sexual assaults on buses and trains in 2017, almost twice as many as in 2016, according to Bild.

On March 4, for instance, a 30-year-old Egyptian man who raped at least four women at or near subway stations in Berlin turned himself in after police published surveillance photos of him. The man chose his victims while riding on subway trains. He made eye contact with them, followed them out of the station and subsequently raped them. Berlin police blacked out information about the man's nationality. Berliner Zeitung filled in the missing details: he was born in Egypt.

On February 28, an 18-year-old Syrian asylum seeker sexually assaulted several women on a train to Munich. The man systematically made his way through the train and entered those compartments in which women were seated alone. He was arrested when the train arrived at the central railway station in Munich. Police said the man has a long rap sheet.

On January 10, a 31-year-old asylum seeker from Chad sexually assaulted two teenage girls on a regional express train originating in Müllheim. Police said the man had sexually harassed the girls on the station platform even before the train departed. After the girls boarded the train, he sat next to them and began sexually groping them. When girls then moved to another compartment, he followed and sexually assaulted them. The girls then locked themselves into one of the train's restrooms and called police. The man was detained when the train arrived in Freiburg. Police said the man — who has multiple outstanding warrants for other sexual crimes — had been arrested a day earlier for assaulting a woman on another train, but was released.

Police have been accused of covering up crimes committed by refugees across Germany by the mass circulation Bild newspaper.

Under the headline “Were the police forbidden to tell the truth?” the paper said details of offences committed by migrants are only beginning to emerge in cities in addition to Cologne, where a number of sexual assaults took place on New Year's Eve.

The allegations in the tabloid will intensify the refugee crisis engulfing Germany.

A 20-year old Iraqi is accused of groping a number of women in Stuttgart during the New Year’s Eve celebrations.

Women have also complained of facing sexual harassment inside refugee camps, a spokesman for the Cologne refugee council told the Kölnische Rundschau, a local daily.

In Cologne, the city’s police chief was sacked as condemnation continued over his handling of the wave of assaults.

Wolfgang Abers had faced a barrage of criticism over his force’s failure to tackle the attacks on women by groups of men who police described as being of Arab and North African origin.
