When asked about the controversial late term abortion bill presented in Virginia’s House of Delegates this week, Governor Ralph Northam said a fully developed child born in the third trimester would be kept alive, but the physician and mother would get to discuss and decide whether to take its life or not.

“If a mother is in labor…the infant would be delivered. The infant would be kept comfortable. The infant would be resuscitated if that’s what the mother and the family desired, and then a discussion would ensue between the physicians and mother,” Northam said on WTOP’s “Ask The Governor” segment this morning.

The Repeal Act presented by Delegate Kathy Tran, a Democrat, would reverse many of the state’s current abortion restrictions, and would allow women going into labor at 40 weeks gestation to be eligible for abortions. (On Monday, a subcommittee voted to table the bill for now.)

Northam reiterated multiple times in the interview that he believes more than one doctor should have to certify a late term pregnancy eligible for abortion, a restriction that Tran’s bill would reverse.

“I think it’s always good to get a second opinion and for at least two providers to be involved in that decision because these decisions shouldn’t be taken lately, and so I would certainly more than one provider,” he said.

Tran’s bill removes the language “substantially and irremediably,” allowing doctors to terminate a baby by determining if it would put the mother’s physical or mental health at risk, and without a second or third doctor’s medical opinion.

“This is why decisions such as this should be made by providers, physicians, and the mothers and fathers that are involved,” he said. “When we talk about third trimester abortions these are done with the consent of the mother, with the consent of the physicians, more than one physicians by the way.”

Northam is clear that he believes it is up to a mother and two other doctors to decide whether another human is allowed to live or not.

Democrats block Senate bill requiring medical care for babies that survive abortion

Senate Democrats on Monday blocked an effort to pass legislation clarifying that babies who survive attempted abortions must receive medical care.

Sen. Patty Murray, D-Wash., rejected the motion to pass the Born-Alive Abortion Survivors Protection Act, authored by Sen. Ben Sasse, R-Neb., and co-sponsored by other Republicans. Sasse had sought to pass the bill via unanimous consent, meaning that one senator could stop it by objecting.

"You’re either for babies or you’re defending infanticide," Sasse said before the vote. "That's literally what this bill is about."

The bill would have built on the 2002 Born-Alive Infants Protection Act, which clarified that “every infant member of the species homo sapiens who is born alive at any stage of development” is a “person” for all federal law purposes. That law was intended to clarify that babies were supposed to receive protections if they survived an abortion, and Sasse’s bill further clarifies what level of care they are supposed to receive, including being immediately transferred to a hospital.

The anti-abortion organization Susan B. Anthony List condemned the outcome of the bill. They urged Senate leaders to formally vote on the Born-Alive Abortion Survivors Protection Act to see where each senator stood on the issue.

“Senate Democrats had the chance today to prove they are not the party of infanticide, and instead they doubled down on extremism,” Marjorie Dannenfelser, the president of SBA List, said in a statement. “The Democratic Party’s agenda of abortion on demand through birth and even beyond is radically out of step with the standards of decency the overwhelming majority of Americans expect from their leaders."

“To defend the dignity of every person,” Trump said, “I am asking Congress to pass legislation to prohibit the late-term abortion of children who can feel pain in the mother’s womb.”

The words were met with enthusiastic cheers from many, but as the camera panned the chamber, the contrast between standing, applauding lawmakers and the impassive seated women in white was stark.

“Let us work together to build a culture that cherishes innocent life,” Trump went on. “And let us reaffirm a fundamental truth: all children – born and unborn – are made in the holy image of God.”

House Speaker Nancy Pelosi (D-Calif.), seated behind the president and also wearing white and cream, also sat immobile through the comments on abortion and protection of innocent life.

Moments earlier, Pelosi had joined many others standing and clapping after Trump spoke about including in his budget “a plan for nationwide paid family leave – so that every new parent has the chance to bond with their newborn child.”
