where to get raw oats in the UK?

hey there,
I was hoping someone would know somewhere I could buy some raw oats, I heard you can soak them for eight hours and then they are okay to eat?
But i cant seem to find anywhere (online or around the places I have) to buy them!
If someone could help me i'd really appreciate it!
Also = perhaps someone could tell me whether i should bother? what is the taste, consistency etc like of soaked raw oats?
