Reschenthaler Introduces Resolution to Defund WHO Until Director-General Resigns

WASHINGTON, D.C. – Today, Congressman Guy Reschenthaler (PA-14) introduced a resolution calling on Congress to withhold funding from the World Health Organization (WHO) until Director-General Tedros Ghebreyesus resigns and an international commission investigates the organization’s role in covering up the Chinese Communist Party’s failed COVID-19 response.

The WHO helped the Chinese Communist Party hide the threat of COVID-19 from the world and now more than 10,000 Americans are dead, a number that is expected to rise dramatically in the coming weeks,” said Reschenthaler. “The United States is the largest contributor to WHO. It is not right that Americans’ hard-earned tax dollars are being used to propagate China’s lies and hide information that could have saved lives. This bill will hold the WHO accountable for their negligence and deceit.”

It has become clear that Chinese authorities covered up evidence of human-to-human transmission as early as December 2019. In addition, despite the virus having spread to multiple countries by January 22nd, WHO failed to declare a “public health emergency of international concern” until January 30th. These actions to delay and mislead had severe consequences for the world: a recent University of Southampton study suggests the number of coronavirus cases could have been reduced by 95 percent had China moved to contain the virus three weeks sooner.

Reschenthaler’s resolution expresses the sense of the House that funding should be withheld from the WHO until we know more about their role in the spread of COVID-19. The United States’ contributions make up 22 percent of the WHO’s assessed funds from member nations. In addition to the assessed funds, the United States also provides voluntary funds through congressionally appropriated global health programs and humanitarian accounts.

“Instead of working to save lives around the world, WHO stood by and downplayed the severity of the virus so as not to offend Chinese officials,” said Reschenthaler. “I hope my colleagues join me to hold WHO responsible for playing politics rather than focusing on its mission to coordinate global efforts on public health crises like the one we are currently experiencing.”

I don't like it. EVERYBODY messed up with this virus. Definitely including us. All "leaders" in denial. For China, the virus was totally new when it hit. But it wasn't new at all by the time it hit us here. Not too long ago, Trump was saying our 5 cases (or whatever) would soon go down to 0.

Just about every governor of every state (Republican and Democrat) waited too long to declare emergencies, and many are still not doing enough. WHO declared an international emergency on January 30. Trump declared a national emergency on March 30.

And still not nearly enough tests. Still not nearly enough PPE. My son has a friend in Hong Kong who is sending masks. Russia sent us PPE. It's embarassing.

I'm not excusing China by any means. But when they figured it out, they were able to get things a lot more well-controlled sooner than we have here. Not just through a heavy hand, but also through a lot of testing and PPE. Anyone can google to see China's PPE for their healthcare workers (or just about anyone's) compared to ours. The lives they saved there also saved lives here.

Yes WHO messed up. Fix it, don't kill it. I agree with Fresh on ONE thing here. This is US (and Trump) bashing some some other country again.

Exactly. Before China, it was the Obama Administration (for not stocking up enough back in 2015). "China Virus" didn't catch on, so now it's both China and the World Health Organization. Trump doesn't like humanitarian organizations anyway. Remember his own charity organization? Had to be closed down by the courts due to illegalities involving self-dealing of the funds (including paying off Trump lawsuits).

Estimating the true number of China’s COVID-19 cases

Key Points

China’s COVID-19 figures are not arithmetically sensible. The Communist Party has deliberately made estimation difficult, but, outside of Wuhan city and Hubei province, cases are low by a factor of 100 or more.
In late January, Chinese media provided information about migrant outflow from Wuhan before quarantine. Using a lower number than theirs, then conservative figures for migrants’ infection rate and time in circulation before national lockdown, generates an estimate of 2.9 million cases.
This is partly due to China’s huge population. That population can also hide COVID-19 among tens of millions of respiratory illnesses. Along with harshly enforced censorship, the population can hide tens of thousands of deaths.

Introduction

In early April, headlines read that the global figure for COVID-19 cases had breached one million. At the same time, China rejected charges by US intelligence and others that it has lied about the extent of its outbreak.1 Population size makes it almost certain that China’s disinformation about what happened outside the original outbreak city of Wuhan is worse than the disinformation about what happened inside. A conservative estimation process, starting with numbers provided by the Communist Party, indicates that the world passed one million cases weeks ago, most of those in China.

Straight from the Party

China and its defenders will reject any and all evidence, but their task can be made a bit harder. Begin with an article on January 27 from a party-vetted state media outlet. The numbers from the article, even making the most important one much smaller, shows China lying on a huge scale about COVID-19 outside Hubei province. The article reports:2

Five million people left Wuhan in the three weeks before the lockdown;
30–40 percent, or 1.5–2 million people, left Hubei entirely; and
About 465,000 people flew to the 10 listed cities outside Hubei.

The third item conforms to a 520,000-person monthly average in air travel from Hubei and is a direct count.3 Keep it.

The first figure is too round; five million is too easy for a politician to say when the truth is multiple millions. Doubting Wuhan’s mayor in this instance keeps China’s numbers lower, but, when you question those numbers for a living, you cannot pick what you like. The article says 2.4 million people left Wuhan for a 2018 holiday, but there is no matching figure for 2019. Cut the 2020 level to three million. It might be more like four million, but five is too high.

Related, the share given as leaving Hubei may be accurate, just not for a total of five million. A top destination when leaving Hubei is Henan, which has both the largest population of the neighboring provinces and a city that sends the most migrants to Wuhan. The number of migrants from this city is 1.54 percent of Wuhan’s population, about 170,000 people.

The flights graphic in the article has other popular cities for outbound travel. If fewer than half a million people flew to those and the most likely top city received no more than 170,000, it is unlikely 1.5 million left the province, much less two million. Use 1.2 million—still 40 percent, but of the lower estimated outflow of three million. (Same result from using the low end of 30 percent and an outflow of four million.)

Voice of America is a global news network funded by American taxpayers. It spends about $200 million each year on its mission to “tell America’s story” and “present the policies of the United States clearly and effectively” to people around the globe.

Today, however, VOA too often speaks for America’s adversaries—not its citizens.

The Coronavirus pandemic is no exception. Secrecy from the Communist Party of China allowed the deadly virus to spread across the world.

Journalists should report the facts, but VOA has instead amplified Beijing’s propaganda. This week, VOA called China’s Wuhan lockdown a successful “model” copied by much of the world—and then tweeted out video of the Communist government’s celebratory light show marking the quarantine’s alleged end.

Even worse, while much of the U.S. media takes its lead from China, VOA went one step further: It created graphics with Communist government statistics to compare China’s Coronavirus death toll to America’s. As intelligence experts point out, there is simply no way to verify the accuracy of China’s numbers.

The Coronavirus story is just one example of this pattern. Last year, VOA helped highlight the Twitter feed of Iran Foreign Minister Javad Zarif while he was issuing threats against the U.S. and sharing Russian anti-U.S. propaganda videos.

“VOA will represent America,” its guiding Charter reads. And for years after its founding during World War II, VOA served that mission by promoting freedom and democracy across the world for audiences who longed for both.

Today, VOA is promoting propaganda instead—and your tax dollars are paying for it.

WASHINGTON – Rep. Jim Banks (R-IN), member of the House Armed Services Committee, is calling on the U.S. State Department and Attorney General of the United States to bring a case against China for COVID-19 damages to the United Nations International Court of Justice.

Banks will be circulating a letter around Capitol Hill addressed to Secretary Pompeo and Attorney General Barr to show congressional backing for bringing an international case against China.

Rep. Banks says, “If China’s leaders hadn’t become embarrassed by the outbreak and tried to cover up its spread, the world may have had a better chance to prepare for this or even contain it in Wuhan or China. Instead, we have a pandemic. China shoulders most of that blame. Rather than succumb to the propaganda and spin of Chinese officials, the world must hold them accountable for mishandling this outbreak. If the United Nations cannot even do that, it has completely lost its purpose.”

Rep. Banks was the first member of Congress to call on China to pay reparations for their failure to communicate to the world about the dangers COVID-19. He was also the first to propose China cancel American debt. He has introduced a resolution with 49 co-sponsors that makes clear the case that the Chinese government's inappropriate response to the virus led to our current pandemic.

BACKGROUND:

The International Court of Justice’s role is to settle, in accordance with international law, legal disputes submitted to it by States.

The Chinese state made intentional false claims to its own people and the world about the nature of the virus. In late December, when doctors and journalists tried to warn of a new coronavirus 87% similar to SARS and the emergence of “pneumonia of unclear cause,” the Chinese authorities suppressed or jailed them. On December 31, the Wuhan Municipal Health Commission falsely stated there was no human-to-human transmission of the disease, describing it as a seasonable flu that was “preventable and controllable.”

This prompted the World Health Organization to announce in a now infamous tweet on Jan. 14 that “preliminary investigations conducted by the Chinese authorities have found no clear evidence of human-to-human transmission of the novel coronavirus (2019-nCov) identified in Wuhan, China.
China rejected repeated offers from the WHO and CDC in late January and early February to study the new disease without explanation.

As one of nearly 200 states legally bound to the 2005 International Health Regulations, China has a duty to rapidly gather information and contribute to the common understanding of public health emergencies with international implications. Article 6 says states must provide expedited, timely, accurate and sufficiently detailed information to the WHO about the public health emergencies identified in the second annex to prevent global pandemics. Among those health emergencies are SARS and cases of human influenza caused by a new subtype. The regulations also specify that states must provide timely and transparent information as requested within 24 hours.

An epidemiological model at the University of Southampton found that had China acted responsibly just three weeks earlier, the number affected by the virus would have been cut by 95 percent.

Those three weeks could be accounted for here: On December 30, Dr. Li Wenliang sounded the alarm in an online chatroom. Four days later, the Chinese Public Security Bureau forced him to sign a letter acknowledging he made “false statements.” Almost one month later, Chinese authorities were still making false assurances to the public that it was safe for large gatherings to assemble and celebrate the Lunar New Year on Jan. 25. Dr. Li Wenliang died on Feb. 7, 2020 from COVID-19.

If China fails to submit itself to a fair trial in the International Court of Justice, the Charter of the United Nations gives guidance to injured parties: Articles 49-51 explain how states could suspend their obligations to China as means to induce Beijing to fulfill its responsibility for the calamitous damages inflicted on the world. Options include China’s removal from international organizations, reversing China’s entry into the World Trade Organization, suspending air travel to China and broadcasting Western or Taiwanese media into China.

GENEVA (Reuters) - The World Health Organization is not sure whether the presence of antibodies in blood gives full protection against reinfection with the new coronavirus, Mike Ryan, the WHO's top emergencies expert, told a briefing on Friday.

Ryan also said that even if antibodies were effective there was little sign that large numbers of people had developed them and were beginning to offer so-called "herd immunity" to the broader population.

"A lot of preliminary information coming to us right now would suggest quite a low percentage of population have seroconverted (to produce antibodies)," he said.

"The expectation that ... the majority in society may have developed antibodies, the general evidence is pointing against that, so it may not solve the problem of governments."
