What is the best way to make oat milk? Do you need a pecific appliance to make it?

I've experimented with both raw oats and cooked oats - one cup oat, two cups water, at a high blend. i think the raw oats produce a cleaner tasting milk type juice. i also added a bit of cocoa powder so it's make believe chocoloate milk. Not bad with cereal but terrible with coffee.

$2.30 for 2lbs of sproutable oats is pretty good price. I was $8 per pound for mine.
