When sprouting are they supposed to fall out of the hulls? Because most of mine only come out half way..

You need to let them grow longer till ALL the hulls fall off. When growing buckwheat they sprout unevenly so even though they might appear green and bright in 7 days, when you spread the leaves apart you will see maybe half the crop still has seed hulls that haven't bloomed so wait maybe 3-6 days more and all the hulls usually are spent by then and so much easier to clean and eat upon harvesting.

Funny, I have only ever planted buckwheat as a cover crop and to turn back into the soil for conditioning. It can re seed all over once it flowers so I used to turn it under just before it flowered. It was good for the soil.
