Yes thats their definition.
I don't find it to be valid because I do not see that viruses or bacteria have been shown to cause disease so they could not be a bioweapon.

I was talking about something like a microorganism outside you replicating and being transmitted around the world
And your examples are what am saying. Toxins/allergens cause illness not germs.
Regarding vax as bioweapon..i suppose we can say all vax are bioweapons. I just don't see that components are being transmitted between people even though there was sone talk of it i know
