What is the reasoning for diluting vegetable juices? Is it just so you won't detox too fast and feel sick?

Partly, yes. Vegetable juices are highly concentrated nutrition and if you are not used to them they can be quite intense in the system. Many people new to juicing will have trouble with diarhea or even feeling woozy headed after drinking them. They are very cleansing. After you get used to them it isn't as necessary to dilute them, imo.

why use water when you can use something like cucumber, celery, or carrot to even out the balance of detoxing greens

I just dilute it to make it taste the way I like and save on the pocketbook
