Can black tea be made raw?

At the Tree of Life everyone drank herbal tea, even DW when he came, they all like teas like Pau Darco and they consider themselves 100% raw. I was a purist so I never got into tea but I have lightened up. Its just flavored water thats hot. But I understand the caffeine part and mateine and how adding sugar and milk may be what is bad... lets say society breaks down. Everyone will be making tea from dehydrated clovers and stuff like that. For nutrition in some cases. Nettle tea..etc fresh picked.. Its not really food, tea, is it..water isnt exactly raw either...just like tea... so how do you make water raw?
