RHB, I have not personally gone to pacer.gov and confirmed these numbers. I think the 10 cents per page is if you order the proceedings or the contents of the docket. Just to see the list is probably free, but I haven't done it, so I am not totally sure. I have seen in other twitter posts from people screen shots of a single search of the pacer.gov site, but I have not done it myself.

You can discover the sealed indictments on the pacer.gov website, if you search a particular court, say like California Central District. These indictment are sealed, so there is no way for anyone to find out who the defendants are, or what crimes are being charged. Thus they remain sealed and not revealed.
